Appropriates $3,300,000 from the Tobacco Settlement Recovery Fund to the Department of Public Health for a grant to Community Non-Profit Organizations for tobacco use prevention and cessation programs. Effective immediately.

Amends the Illinois Vehicle code. Makes a technical change in a Section concerning the duty to report an accident.
Amends the Code of Civil Procedure. Provides that process may (rather than shall) be served by a sheriff. Provides that, in all counties (rather than in counties with a population of less than 1,000,000), process may also be served, without special appointment, by a person who is licensed or registered as a private detective under the Private Detective, Private Alarm, Private Security, and Locksmith Act of 1993 or by a registered employee of a private detective agency certified under that Act. Effective immediately.
Creates the Perinatal HIV Prevention Act. Contains only a short title provision.
Amends the Code of Civil Procedure. Provides that under no circumstances shall a party be entitled to a substitution of judge as of right unless the motion for substitution is filed within 120 days after the action is assigned to the judge or the party files an appearance, whichever is later.
Amends the Illinois Horse Racing Act of 1975. Makes technical changes in a Section concerning the short title.
Amends the Health Care Worker Self-Referral Act. Replaces provisions allowing health care workers to make specified referrals with language requiring a health care worker making referrals to entities in which he or she has an investment interest to comply with applicable federal laws and regulations. Repeals provisions concerning rulemaking, application of the Administrative Procedure Act, and review under the Administrative Review Law. Effective July 1, 2004.
Creates the Civil Law Notary Act. Provides that the Secretary of State shall have the power to appoint civil law notaries. Authorizes civil law notaries to issue brevets, minutes, and notarial deeds. Lists the powers and obligations of a civil law notary. Effective immediately.
Amends the Children's Product Safety Act. Provides that a "children's product" is one designed or intended for the care of or use by a child under age 12 (instead of under age 6). Replaces the definition of "commercial user" with a definition of "commercial dealer", which includes one who manufactures children's products. Imposes requirements on commercial dealers in children's products with respect to product recalls. Provides that a commercial dealer who violates the Act is subject to a civil penalty not to exceed $1,000 for each day the violation continues (instead of providing that a commercial user who willfully and knowingly violates the Act is guilty of a Class C misdemeanor). Provides that nothing in the Act relieves a commercial dealer from compliance with stricter requirements imposed by a federal agency. Makes other changes. Effective immediately.
Amends the Illinois Housing Development Act. Authorizes the Illinois Housing Development Authority to develop and implement a program of financial assistance to recently hired Illinois teachers purchasing their first primary residence. Limits the program to teachers employed by school districts defined by the State Board of Education as financially needy or experiencing a teacher shortage. Limits eligibility to public school teachers with no more than 2 years of employment as teachers who commit to teach in their school district for at least 3 years after their closing date. Effective July 1, 2003.
