Amends the Election Code. Requires that if a candidate has changed his or her name during the 3 years before the deadline for filing nominating petitions, papers, or certificates, the candidate's name on his or her nominating petition, papers, or certificate and the ballot must include a reference to his or her former name or names and the date or dates of the name changes. Excludes certain name changes due to adoption or a change in marital status.

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that the court may include in the order of protection granting the petitioner the exclusive care, custody, or control of any animal owned, possessed, leased, kept, or held by either the petitioner or the respondent or a minor child residing in the residence or household of either the petitioner or the respondent and ordering the respondent to stay away from the animal and forbidding the respondent from taking, transferring, encumbering, concealing, harming, or otherwise disposing of the animal.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning the limitation period for actions for damages for personal injury.
Amends the Public Accommodations Article of the Illinois Human Rights Act. In the definition of "place of public accommodation", deletes the existing examples and inserts language listing facilities that are considered public accommodations for purposes of the Article. Provides that it is a civil rights violation to deny or refuse full and equal enjoyment of goods of any place of public accommodation. Refers to "disability" (rather than "handicap") in some parts of the Act.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Illinois Domestic Violence Act of 1986. Makes a technical change in the short title Section.
Creates the Uniform Debt-Management Services Act. Requires any person that provides, offers, or agrees to provide debt-management services, directly or through others, to register under the Act. Sets forth provisions concerning: applications for registration; issuance or denial of a certificate of registration; renewal of registration; registration in other states; bond requirements; good faith; customer service; prerequisites for providing debt-management services; agreements between providers and consumers; trust accounts; fees and other charges; prohibited acts and practices; notice of litigation; advertising; liability; the powers of the Director of the Division of Financial Institutions of the Department of Financial and Professional Regulation as Administrator under the Act; and other provisions. Exempts certain agreements and persons from the provisions of the Act. Repeals the Debt Management Service Act. Amends the State Finance Act and the General Not For Profit Corporation Act of 1986 to make corresponding changes. Effective January 1, 2007.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the distribution of harmful material to a child.
Amends the Unemployment Insurance Act. Makes a technical change to a Section concerning the definitions of "Director" and "Department".
Creates the Alcohol Without Liquid Device Act. Prohibits the purchase, sale, and use of devices that mix alcoholic liquor with oxygen for the purpose of inhalation. Provides that a person who violates the Act commits a petty offense and may be fined up to $1,000 per occurrence. Provides that the provisions of the Act are severable. Effective immediately.
