Amends the Election Code. With respect to the requirement that a political committee ensure that it is clearly identified in any communication aimed at voters for which it pays any part, imposes the requirement when the communication mentions the name of a candidate in an upcoming election without the candidate's permission or advocates for or against a public policy question (now, when the communication mentions the name and advocates for or against the question).

Amends the Illinois Act on the Aging. Makes a technical change in a Section defining "aged" or "senior citizen".
Amends the Cook County Article of the Illinois Pension Code. Provides that the plan of optional alternative benefits and contributions for Cook county officers elected by vote of the people only applies to county officers elected by vote of the people on or before the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Mental Health and Developmental Disabilities Code. Provides that "person subject to involuntary admission" includes (i) a person with mental illness and who because of his or her illness is reasonably expected to engage in dangerous conduct (instead of reasonably expected to inflict serious physical harm upon himself or herself or another in the near future) and (ii) a person with mental illness who, because of the nature of his or her illness, is unable to understand his or her need for treatment and who, if not treated, is reasonably expected to suffer or continue to suffer mental deterioration or emotional deterioration, or both, to the point that the person is reasonably expected to engage in dangerous conduct. Defines "dangerous conduct" as threatening behavior or conduct that places another individual in reasonable expectation of being harmed, or a person's inability to provide, without the assistance of family or outside help, for his or her basic physical needs so as to guard himself or herself from serious harm.
Creates the Contractor Prompt Payment Act. Provides that all construction contracts, unless expressly excluded, shall be deemed to provide: (i) if a contractor has performed in accordance with the provisions of a construction contract and the billing has been approved by the owner or the owner's agent, the owner shall pay the amount due to the contractor pursuant to the billing not more than 10 calendar days after the approval; and (ii) if a subcontractor has performed in accordance with the provisions of his or her contract with the contractor or subcontractor and the work has been accepted by the owner, the owner's agent, or the contractor, the contractor shall pay to his or her subcontractor and the subcontractor shall pay to his or her subcontractor, within 10 calendar days of the contractor's receipt from the owner or the subcontractor's receipt from the contractor of each periodic payment, final payment, or receipt of retainage monies, the full amount received for the work of the subcontractor based on the work completed or the services rendered under the construction contract. Provides for interest and suspension of performance for nonpayment of any amount required under the Act. Effective immediately.
Amends the Criminal Code of 1961. In provisions making it an offense to knowingly damage property of another, knowingly start a fire on the land of another, knowingly deposit a stink bomb or offensive smelling compound on the land or in the building of another, or knowingly deface the property of another, deletes a requirement that the act be performed without the other person's consent and adds an affirmative defense that the owner of the property or land consented to the damage. In provisions making it an offense to knowingly injure a domestic animal of another, deletes a requirement that the act be performed without the other person's consent.
Creates the School Health Center Act. Requires the Department of Human Services to initiate 20 new school health centers over a 5-year period beginning July 1, 2007, and build capacity with existing school health centers in the State. Effective immediately.
Creates the Internet Safety Education Act to inform and protect students from inappropriate or illegal communications and solicitation and to require school districts to provide education about Internet threats and risks. Creates the Internet Safety Education Alliance under the authority of the Office of the Attorney General. Amends the State Finance Act to create the Internet Safety Education Fund. Amends the School Code to mandate the provision by every public school of instruction and discussion on effective methods by which students may recognize and report inappropriate, illegal, or threatening communications on the Internet on or before the start of the 2008-2009 school year.
Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision.
Amends the Autism Spectrum Disorders Reporting Act. Makes a technical change in a Section concerning the short title.
