Creates the Debt Settlement Act. Provides that no person shall engage in the business of debt settlement in the State without a license. Provides that an applicant for a license to engage in the business of debt settlement shall file an application with the Director of Financial Institutions that contains specified provisions. Contains provisions concerning the renewal of licenses. Requires a licensee to create, maintain, and preserve accurate and complete books relating to the licensee's business. Contains provisions concerning contract fees. Provides for debt settlement contract requirements. Specifies the functions required to be performed and acts that are prohibited by a debt settlement provider. Provides that without limiting the generality of the Act and other applicable laws, the debt settlement provider, manager, or an employee of the debt settlement provider (except a licensed attorney who provides legal services in an attorney-client relationship or who is otherwise authorized to practice law in the State) shall not perform specified actions. Provides that the Attorney General or the prosecuting attorney of any county within the State may bring an action in the name of the State against any person to restrain and prevent any violation of the Act and specifies penalties for violations of the Act.

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides for noncompounded 3% automatic annual increases in all widow's annuities (other than term annuities). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the Compensation Review Act. Requires the Compensation Review Board to file separate reports for (i) judges and State's Attorneys and (ii) all other positions. Requires the General Assembly to approve or reduce a report for it to take effect (now, must disapprove or reduce a report to prevent it from taking effect).
Amends the Corporate Fiduciary Act. Makes a technical change in the Section concerning the short title of the Act.
Amends the Banking on Illinois Act. Makes a technical change in the findings Section.
Amends the Criminal Code of 1961. Provides that theft of property consisting of motor fuel by the siphoning of such fuel from a motor vehicle is a Class 4 felony. Effective immediately.
Amends the Right to Publicity Act. Provides that "individual" means a living or deceased person regardless of whether the law of the person's domicile, residence, or citizenship at the time of death or otherwise recognizes a similar property right. Provides that the Act applies to all personalities, living or deceased, regardless of domicile or the domicile at the time of death. Provides that the rights under the Act are deemed to have existed at the time of transfer of an interest, death of the person, or death of any subsequent successor of the person's rights for the purpose of determining who is entitled to the property rights. Provides that the Act applies to acts or events that have a substantial relationship to Illinois and take place after the effective date of this Act (instead of take place after the effective date of this Act). Adds a sixth category of exceptions to the applicability of the Act that provides that the Act does not apply to the use of an individual's identity by a person that licenses or engages in any type of intellectual property transaction or the rights to use photographs, videotapes, recordings, or other materials; however, the exception does not apply when a person expressly authorizes the use of publicity rights without a required written consent. Effective immediately.
Creates the Illinois Family-Law Study Committee to examine the Illinois Marriage and Dissolution of Marriage Act, study the changes in law and society since the Act was enacted, and recommend how the Act should be amended to improve and update it.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
