Amends the School Code. In a Section concerning a school board's contract with a third party for non-instructional services, exempts contracts for the transportation of students from the following requirements: (i) that a third party that submits a bid provide a comparable benefits package for the third party's employees, a list of the number of employees, their job classifications, and their wages, and a minimum 3-year cost projection and (ii) that the contractor offer available employee positions to qualified school district employees whose employment is terminated because of the contract. Effective immediately.

Amends the Medical Assistance Article and the Long-Term Care Provider Funding Article of the Illinois Public Aid Code. Requires the revised methodology for reimbursement of nursing facility services to be based on the Resource Utilization Group methodology (RUGs) and to incorporate patient acuity, patient health outcomes, and measures of quality and quality improvement for the determination of payment. Removes language concerning rates that took effect April 1, 2011 and language concerning enhanced payments. Removes language concerning payment increases for the MDS methodology, exceptional care residents, or the socio-development established by Public Act 96-1530. Provides how licensed bed days shall be computed. Provides that beginning July 1, 2011 an assessment is imposed upon each long-term care provider in an amount equal to $2.04 (rather than $6.07) times the number of licensed (rather than occupied) bed days due and payable each month. Provides that assessments imposed on long-term care providers in excess of $1.50 per licensed bed day effective prior to July 1, 2011 shall not be due and payable until after the Department of Healthcare and Family Services notifies the long-term care providers, in writing, that the assessment is deemed permissible and certain waivers have been granted by the U.S. Department of Health and Human Services. Provides that the assessment shall not take effect or shall cease to be imposed, and any moneys remaining in the Long-Term Care Provider Fund shall be refunded to long-term care providers in proportion to the amounts paid by them, if certain conditions exist. Repeals the Nursing Home Licensing Fee Article of the Illinois Public Aid Code. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police may petition to revoke a Firearm Owner's Identification Card if the Department finds that the card holder is, or was at the time of issuance, a person whose mental condition was determined, following a complete evaluation by a psychiatrist or a physician pursuant to the Mental Health and Developmental Disabilities Confidentiality Act, to pose a clear and present danger to the card holder, another person, or the community, (instead of a Firearm Owner's Identification Card may be revoked if the Department finds that the card holder is or was at the time of issuance, a person whose mental condition poses a clear and present danger to the applicant, others, or the community based upon a reasonable belief by a physician, clinical psychologist, or qualified examiner). Provides that a revocation petition is heard in the circuit court in the card holder's county of residence. Provides that the State's Attorney may participate in the hearing, present evidence, and take a position on the petition. Provides that the court may revoke the card if it finds that substantial justice would be done by a revocation and the card holder is a person whose mental condition poses a clear and present danger to the card holder, others, or the community. Provides that the circuit court's decision is subject to appeal under the Code of Civil Procedure (instead of the card holder appealing the Department's revocation of the card is subject to administrative review in the circuit court). Amends the Mental Health and Developmental Disabilities Confidentiality Act. In provisions concerning disclosure of mental health records to the State Police, provides that a mental health facility may disclose to the State Police records about a person whose mental condition is manifested by violent, suicidal, threatening, or assaultive behavior, for which there is a reasonable belief following a complete evaluation (instead of reasonable belief) by a psychiatrist or a physician, (instead of by a physician, clinical psychologist, or qualified examiner) that the person poses a clear and present or imminent danger to the card holder, others, or the community. Makes other changes.
Appropriates $2 from the General Revenue Fund to the State Board of Education for its FY13 ordinary and contingent expenses. Effective July 1, 2012.
Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.

Creates the Financial Oversight Panel Law of the School Code. Allows a school district (other than the Chicago school district) to petition the State Board of Education for the establishment of a Financial Oversight Panel for the district. Allows the State Board to establish a Financial Oversight Panel without a petition from a district. Contains provisions concerning duties of the district; members and meetings of a Panel; powers of a Panel; officers of a Panel; collective bargaining agreements; deposits and investments; cash and bank accounts; the financial, management, and budgetary structure; the School District Emergency Financial Assistance Fund; grants and loans; the issuance of bonds; a tax levy; a debt service fund; a debt service reserve fund; bond anticipation notes; tax anticipation warrants; reports; a Panel audit; Panel property being exempt from taxation; sanctions; and abolition of a Panel. Makes related changes in the School Code and the Property Tax Code. Effective July 1, 2011.
Amends the Illinois Vehicle Code. Provides that an applicant for a school bus driver permit must have no established medical history or clinical diagnosis of diabetes mellitus currently requiring insulin for control.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Changes the definition of "debt service extension base" to include extensions for principal and interest payments on bonds issued by individual taxing districts that merged or consolidated to form a taxing district. Makes changes concerning the applicability of the Law to merged or consolidated districts and to districts with boundary changes. Provides that the Law applies to those districts if (i) the majority of the taxing district's equalized assessed valuation as of the effective date of the boundary change, merger, or consolidation is located in an affected county or counties or (ii) the majority of the taxing district's equalized assessed valuation as of the effective date of the boundary change, merger, or consolidation is located in one or more counties in which the voters have approved a referendum, and none of the equalized valuation of the taxing district is located in a county (other than an affected county) that has never held a referendum. Effective immediately.
