VEH CD-CONCEALED CARRY PLATES

Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Support Illinois Carry license plates. Creates the Support Illinois Carry Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Support Illinois Carry Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Support Illinois Carry Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Support Illinois Carry Fund shall be paid as grants to the Illinois State Rifle Association Legal Assistance Committee, Ltd., for promoting concealed carry in Illinois.

SOCIAL CLUB POKER ACT

Creates the Social Club Poker Act. Provides that the Illinois Gaming Board shall issue social club poker licenses to qualified applicants. Provides that a social club poker licensee may contract with a place of public accommodation to co-host social club poker events if (1) the parties to the contract are at an arm's length relationship and (2) the place of public accommodation is also a licensee in good standing under the Video Gaming Act. Sets forth provisions concerning prizes, fees, and the Board's powers and duties. Defines "arm's length relationship", "Board", "social club poker", and "social club poker licensee". Amends the Criminal Code of 1961 to make corresponding changes.

FOIA-DISCLOSURE-PERSONAL INFO

Amends the Freedom of Information Act. Exempts the following types of information from disclosure: the date of birth of public employees, medical and health information of public employees, the names of applicants for public employment, applications for public employment, recommendations and opinions regarding the qualification of public employment applicants, investigative notes of public employees, and outlines or drafts of oral statements, presentations, or remarks. Removes a provision that required public bodies to seek pre-authorization from the Public Access Counselor before opting not to disclose these types of information.

PROCUREMENT-FLEX FUEL VEHICLES

Amends the Illinois Procurement Code. Removes a provision permitting the Chief Procurement Officer to exempt certain vehicle procurements from a Section requiring all gasoline-powered vehicles purchased from State funds to be flexible fuel or fuel efficient hybrid vehicles and all diesel fuel vehicles purchased from State funds to be certified by the manufacturer to run on 5% biodiesel fuel. Effective immediately.

PROPANE SALE CUSTOMER PRICING

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that sellers of propane who sell or deliver propane at different prices to different customers with respect to propane sales made during the same calendar week commit an unlawful practice.

EMER BUDGET-TCHR HEALTH FUND

Amends the State Employees Group Insurance Act of 1971. Provides that neither the Teacher Health Insurance Security Fund nor moneys that are to be transferred from the General Revenue Fund into the Teacher Health Insurance Security Fund are subject to provisions in the Emergency Budget Act or provisions of the Illinois Income Tax Act authorizing the Governor to set aside reserves. Amends the Illinois Income Tax Act and the Emergency Budget Act of Fiscal Year 2011 to make conforming changes. Effective immediately.

VEH CD-MEDAL OF VALOR PLATES

Amends the Illinois Vehicle Code. Provides for the issuance of Police Medal of Valor plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $25 and a fee of $25 for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Drivers Education Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Effective immediately.

WILDLIFE-EARN-A-BUCK PROGRAM

Amends the Wildlife Code. Provides that the Department of Natural Resources, beginning with the 2013 deer hunting season, shall conduct an Earn-A-Buck pilot program. Provides that, upon reporting the taking of an antlerless deer, the hunter shall be issued an additional either-sex permit to allow the hunter to take an additional antlered deer, and that this additional permit shall not be counted toward one of the 2 antlered deer a hunter may take in a year, allowing a hunter who takes an antlerless deer to take up to 3 antlered deer in a year. Provides that the Department may adopt rules to establish and administer the Earn-A-Buck pilot program.
