Amends the Illinois Pesticide Act. Provides that a licensed commercial applicator shall maintain throughout the licensure period evidence of financial responsibility protecting persons who may suffer personal injury or property damage or both as a result of the pesticide operation of the applicant. Makes changes to license and registration fees. Makes changes to the license and registration terms.

Creates the 2nd Amendment Preservation Act. Provides that other than in compliance with an order of a court, notwithstanding any law, regulation, rule, or order to the contrary, no agency of this State, political subdivision of this State, or employee of an agency or political subdivision of the State acting in his or her official capacity shall: (1) knowingly and willingly participate in any way in the enforcement of any federal Act, law, order, rule, or regulation issued, enacted, or promulgated on or after the effective date of the Act regarding a personal firearm, firearm accessory, or ammunition; or (2) utilize any assets, State funds, or funds allocated by the State to local entities on or after the effective date of the Act, in whole or in part, to engage in any activity that aids a federal agency, federal agent, or corporation providing services to the federal government in the enforcement or any investigation under the enforcement of any federal Act, law, order, rule, or regulation issued, enacted, or promulgated on or after the effective date of the Act regarding a personal firearm, firearm accessory, or ammunition. Provides that an agent or employee of the State or of any political subdivision of the State who knowingly violates the Act shall for a first violation be liable for a civil penalty not to exceed $3,000, which shall be paid into the State's General Revenue Fund. Provides that a second or subsequent violation is a Class C misdemeanor. Contains a severability provision. Effective immediately.
Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Amends the Coal Mining Act. Defines "recorder". Provides that a mine examiner shall record the report either by calling out to a recorder or personally recording the report. Provides that the recorder or mine examiner shall record the report in a book or computer system that is provided by the operator for that purpose, and the book or computer system shall be secure and not susceptible to alteration. Makes other changes. Effective immediately.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Requires the Department of Human Services to develop and establish a program to test for the illegal use of a controlled substance, cannabis, or methamphetamine by an individual who (i) is eligible to receive TANF assistance or who receives TANF assistance on behalf of a child and (ii) is at least 18 years of age. Requires such individuals to take a substance abuse subtle screening inventory test administered in written or electronic form by a local office of the Department. Requires the local office of the Department to provide at the time an individual applies for TANF assistance certain information in writing including: (a) that the individual is required to take a written or electronic substance abuse subtle screening inventory test; (b) that the individual may be subject to random drug testing based on the results of the written or electronic substance abuse subtle screening inventory test; and (c) that the individual may be subject to drug testing if the local office of the Department believes, based on reasonable suspicion, that the individual is engaged in the illegal use of a controlled substance, cannabis, or methamphetamine. Establishes when a local office of the Department is considered to have reasonable suspicion to believe that an individual is engaged in the illegal use of a controlled substance, cannabis, or methamphetamine. Requires local offices of the Department to provide a list of drug abuse treatment programs to any individual who tests positive. Provides that an individual who tests positive and provides evidence that he or she is participating in a drug abuse treatment program shall continue to receive TANF assistance.
Amends the Wildlife Code. Provides that exotic wild animals, or any parts thereof, may be held, possessed, sold or otherwise dealt with by licensed meat processors or meat processing facilities. Makes conforming changes.
Amends the Service Occupation Tax Act and the Retailers' Occupation Tax Act. Provides that, by March 1, 2017, and by March 1 of each year thereafter, each business located in an enterprise zone may apply with the Department of Commerce and Economic Opportunity for a rebate in an amount not to exceed 1% of the amount the tax paid by the business under the Acts during the previous calendar year for the purchase of tangible personal property from a retailer or serviceman located in Illinois. Provides that the Department of Commerce and Economic Opportunity shall pay the rebates from moneys appropriated for that purpose. Effective immediately.
Amends the Criminal Code of 2012 and the Unified Code of Corrections. Permits currently employed State correctional officers to carry their own firearms off duty without being in violation of the unlawful use of weapons and aggravated unlawful use of a weapon statutes if they meet certain training requirements. Provides that the Department of Corrections shall supply its retired correctional officers and retired personnel of the Parole Division with an identification card that acknowledges years of service and title of employee at his or her time of retirement from the Department of Corrections. Deletes a provision that parole agents and supervisors who are discharged from employment of the Illinois Department of Corrections shall no longer be considered law enforcement officials and all their rights as law enforcement officials shall be revoked permanently.
Amends the Illinois Insurance Code. Removes provisions that specify what information property and casualty insurers must report to the Department of Insurance, except that property and casualty insurers must still report their direct writings in this State and companywide. Changes provisions requiring advisory groups on workers compensation to report their annual findings to the Director of Insurance (previously the Secretary of Financial and Professional Regulation). Makes other changes. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
