CRIM CD-UNLAW FIREARMS-700 DEG

Amends the Criminal Code of 2012. Provides that a person commits the offense of unlawful sale or delivery of firearms when he or she knowingly while holding any license as a dealer, importer, manufacturer, or pawnbroker under the federal Gun Control Act of 1968, manufactures, sells, or delivers to any unlicensed person a handgun having a barrel, slide, frame, or receiver which is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 700 (rather than 800) degrees Fahrenheit.

LAC-CLOSE AUDITS&FUTURE MTGS

Amends the Legislative Audit Commission Act. Provides that an audit may be closed only upon the majority vote of the Commission or by an agreement between the 2 co-chairpersons. Provides that the next meeting of the Commission shall be set only by majority vote of the Commission or by an agreement between the 2 co-chairpersons. Amends the Legislative Commission Reorganization Act of 1984. Makes a technical change concerning the Commission to be consistent with the Legislative Audit Commission Act.

INC TX-TRAINING EXPENSE

Amends the Illinois Income Tax Act. Reinstates the training expense credit for tax years ending on or after December 31, 2015 and prior to December 31, 2025. Increases the amount of the credit from 1.6% of training expenses to 2% of training expenses. Provides that the training expense credit earned on or after December 31, 2015 may be carried forward. Effective immediately.

PESTICIDES-LICENSING

Amends the Illinois Pesticide Act. Provides that "Commercial Not For Hire Applicator" includes a certified applicator who uses or supervises the use of pesticides classified for general or restricted use as an employee of a State agency, municipality, or other duly constituted governmental agency or unit. Removes the definition of "Licensed Public Applicator" and makes conforming changes. Adds provisions concerning multi-year licenses and pesticide dealer registrations.

ELECTIONS-CONTRIBUTION REPORT

Amends the Election Code. Provides that records must be kept for all contributions in excess of $50. Repeals the recordkeeping exemption for purchases of licensed raffle tickets valued under $150.

$FY16 SCHOOL CONSTRUCTION

Makes reappropriations from the School Construction Fund and the Capital Development Fund for ongoing school construction and improvements for fiscal year 2016. Effective July 1, 2015.

MANUFACTURING JOB CREDIT

Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective immediately.

UTIL-REMOVE BAN-NUCL CONST

Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
