Amends the Illinois Enterprise Zone Act. Provides that, beginning in calendar year 2010 and until December 31, 2014, an additional 50 enterprise zones may be certified by the Department of Commerce and Economic Opportunity. Effective immediately.
Amends the Illinois Insurance Code and the Workers' Compensation Act. On July 1, 2010, reduces the annual Illinois Workers' Compensation Commission Operations Fund Surcharge from 1.01% to 0.5% and reduces the annual Workers' Compensation Commission Operations Fund Fee from 0.0075% to 0.0035%. Provides that the Illinois Workers' Compensation Commission Operations Fund Surcharge and the Illinois Workers' Compensation Commission Operations Fund Fee may not be charged on or after July 1, 2011, but the Department of Insurance and Illinois Workers' Compensation Commission may continue to exercise powers and duties with respect to payments due before July 1, 2011 and delinquencies, penalties, and overpayments with respect to those payments. Effective July 1, 2010.
Creates the Sunshine Commission Act. Provides for the appointment by the legislative leaders of a Sunshine Commission, consisting of 4 legislators and 4 public members, to conduct a thorough review of the relevance, efficiency, and effectiveness of each "State executive branch program". Requires the Commission to report its recommendations to the General Assembly within 6 months after the Act's effective date. Requires the General Assembly, by joint resolution, to approve or reject the report within 60 session days after the report is filed. Repeals the Act 2 years after its effective date. Effective immediately.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.
Amends the Illinois Municipal Code. Provides that municipalities having bonded debt in the amount of $5,000,000 or more and municipalities with a population of 200 or more that have bonded debt in any amount or that own or operate a public utility (instead of all municipalities that have bonded debt or that own or operate a public utility) shall be audited annually. Effective immediately.
