URGE GOV-END PLAS

VEH CD-ONE LICENSE PLATE

Amends the Illinois Vehicle Code. Provides that owners of certain vehicles of the first division may make application to the Secretary of State to have one registration plate issued and displayed on the rear of the vehicle. Provides that the application requirements shall be the same as other vehicles of the first division subject to registration, except that the applicant shall pay an additional registration fee of $250 for each new and renewal registration application. Provides that of the $250 fee, $10 shall be deposited into the State Police Vehicle Fund.

INC TAX-WIND TURBINE

Amends the Illinois Income Tax Act. Authorizes a credit to taxpayers who are wind turbine manufacturers equal to 30% of the Illinois income tax attributable to income from the sale of wind turbines. A taxpayer may claim the credit for only one taxable year. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried back, but may be carried forward and applied to the tax liability of the 3 taxable years following the excess credit year. Effective immediately.

ANIMAL WELFARE FUND

Amends the Animal Welfare Act and the State Finance Act to create the Animal Welfare Fund as a special fund in the State Treasury. Requires all fees and other money received by the Department of Agriculture under the Animal Welfare Act to be deposited into the Fund. Subject to appropriation, requires moneys in the Animal Welfare Fund to be used by the Department for the purpose of enforcing the Animal Welfare Act. Effective immediately.

INC TX-PERSONAL SERVICES

Amends the Illinois Income Tax Act. Restores a deduction allowed for personal services income of a partnership and certain compensation paid to partners (now, the deduction is available only for taxable years ending before December 31, 2009). Makes changes to a corresponding addition modification. Effective immediately.

INC TX-EDGE-WITHHOLDING

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that, for taxable years beginning on or after January 1, 2011 and ending on or before December 31, 2012, any taxpayer who has been awarded a credit under this Act may elect to claim all or part of the credit against the taxpayer's obligation to pay over withholding tax under the Illinois Income Tax Act. Provides that the election shall be made in the form and manner required by the Department of Commerce and Economic Opportunity and must be made at least 60 days prior to the first day of the taxable year. Provides that each employee whose taxes are withheld by an employer who retains withheld taxes under the Act must receive credit for 100% of the taxes withheld from his or her pay. Requires the Department of Revenue to file a report with the General Assembly and the Governor on or before June 1, 2013, concerning the applicants' retention of withheld taxes and economic development in Illinois. Makes other changes. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.

EX-OFFENDER GRANTS&LOANS

Amends the Unified Code of Corrections. Provides that a State agency may not: (1) award a qualified ex-offender any low interest loan so that the ex-offender may start and operate his or her own business; or (2) award a grant to the qualified ex-offender so that the ex-offender may have a business plan developed in order to receive a loan to start up his or her own business unless the State agency has received a written certification from the court that the qualified ex-offender has paid all court ordered restitution to the victim or victims of the offense, fines, court costs, or other payments imposed by the court as punishment for the offense.

SMOKE FREE IL-EXEMPT-RELIGIOUS

Amends the Smoke Free Illinois Act. Provides that locations where incense is burned in conjunction with a religious ceremony are exempt from the provisions of the Act.

USE/OCC TAX-VETS MONUMENTS

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that monuments and monument components purchased by nonprofit and veterans organizations for the purpose of honoring military veterans are exempt from taxation under the Acts. Limits the exemption to purchases from one retailer per monument or monument component.
