Amends the Illinois Governmental Ethics Act, the Election Code, the University of Illinois Act, and the University of Illinois Trustees Act. Provides for a Board of Trustees of the University of Illinois consisting of 7 elected members (now, the Board consists of 9 members appointed by the Governor with the advice and consent of the Senate), the Governor, and 3 student trustees. Provides that 3 members shall be elected from the First Judicial District and one member shall be elected from each of the 4 other judicial districts. Terminates the term of each appointed member of the Board when all of the new elected members take office. Provides for staggered terms for members initially elected under the amendatory Act and 6-year terms thereafter. Provides that the student trustees shall select one of their number to possess the right to cast a legally binding vote (now, the Governor designates which one of the student trustees possess the right to vote). Provides that if a student trustee has served more than one term and during one of those terms, he or she was selected to possess a legally binding vote, then he or she is ineligible to be selected again to possess a legally binding vote. Provides that if the student trustees fail to come to an agreement on which student trustee shall possess a legally binding vote, none of the student trustees may possess a legally binding vote for the remainder of their term. Makes related changes. Effective immediately.

Amends the Criminal Code of 1961. Provides that the waiting period for withholding delivery of a firearm after application for its purchase has been made does not apply to the transfer of an operable firearm in exchange for another operable firearm. Effective immediately.
Amends the Illinois Enterprise Zone Act. Provides that the Department of Commerce and Economic Opportunity may certify 50 additional enterprise zones beginning in calendar year 2010. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the unlawful sale of firearms.
Amends the Legislative Commission Reorganization Act of 1984. Creates the Joint Committee on Capital Improvements (JCCI) as a legislative support services agency consisting of 12 General Assembly members appointed by the legislative leaders. Requires JCCI to develop 5-year plans for the State's capital improvements needs. Authorizes the General Assembly by joint resolution to approve a 5-year capital plan. Requires JCCI to analyze State budgets and legislation proposing capital improvements with respect to construction costs and post-construction operating costs and to determine the projects' compliance with the capital plan. Requires JCCI to advise the appropriations and revenue committees of the General Assembly with respect to such analysis. Requires JCCI to monitor construction projects, post-construction project implementation, and repair and maintenance costs and authorizes JCCI to prohibit further spending when it determines any non-compliance with the capital plan threatens the public health, safety, and welfare. Provides that the JCCI's authority does not extend to capital projects funded primarily with revenues from motor fuel taxes.
Repeals the Illinois Estate and Generation-Skipping Transfer Tax Act.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Public Safety Diver special license plates. Creates the Public Safety Diver Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $45 for original issuance of the plates, of which $30 shall be deposited into the Public Safety Diver Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Public Safety Diver Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Public Safety Diver Fund shall be paid to the Illinois Law Enforcement Standards Board for the purposes of providing training, standards, equipment, and facilities to all public safety disciplines involved in public safety diving and water rescue services, with a primary focus toward volunteer responders.
Amends the State Finance Act. Authorizes the State Board of Education to make transfers between the following line item appropriations regardless of the treasury fund from which it is appropriated: General State Aid and General State Aid - Hold Harmless. Provides that such transfers shall be made only when the balance remaining in one or more such line item appropriations is insufficient for the purpose for which the appropriation was made and provided that no such transfer may be made unless the amount transferred is no longer required for the purpose for which that appropriation was made. Effective immediately.
Amends the State aid formula provisions of the School Code with respect to supplementary grants in aid. Provides that, for the 2010-2011 school year through the 2012-2013 school year, a school district is eligible for a supplementary payment if the school district also received a supplementary payment during the prior school year. Provides that for the 2012-2013 school year, the supplementary grants in aid shall be no more than 50% of the eligible amount. Provides that for the 2013-2014 school year and every school year thereafter, no supplementary grants in aid shall be made available. Effective immediately.
Urges the President of the United States to keep the administration of the United States census within the Department of Commerce and not under the direct management of the White House.
