DHFS-CRITICAL ACCESS HOSP-PAY

Amends the Hospital Services Trust Fund Article of the Illinois Public Aid Code. Provides that subject to appropriation, in addition to any other payments authorized under the Code, the Department of Healthcare and Family Services shall reimburse critical access hospitals for outpatient services at an amount that is no less than the cost of providing such services, based on Medicare cost principles.

INC TAX CREDIT INTERNS

Amends the Illinois Income Tax Act. Authorizes a credit to taxpayers for 10% of stipends or salaries paid to qualified college interns. Limits the credit to stipends and salaries paid to 5 interns each year, and limits total credits to $3,000 for all years combined. Defines a "qualified college intern". Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried forward or back. Exempt from the Act's sunset provisions. Effective immediately.

ASSUMED BUSINESS NAMES-SOS

Amends the Property Tax Code, the Mobile Home Local Services Tax Enforcement Act, the Liquor Control Act of 1934, the Safety Deposit License Act, the Business Corporation Act of 1983, the Professional Service Corporation Act, the General Not For Profit Corporation Act of 1986, the Limited Liability Company Act, the Assumed Business Name Act, and the Home Repair and Remodeling Act. Provides that, beginning July 1, 2010, certificates of registration of assumed business names shall be filed with the Secretary of State, rather than with county clerks. Provides that county clerks shall accept certificates of registration of assumed business names, supplementary certificates, and proofs of publication for filing through June 30, 2010 and shall submit all certificates of registration of assumed business names, supplementary certificates, proofs of publication, indices, and other records concerning assumed business names to the Secretary of State in accordance with rules adopted by the Secretary of State. Provides that, beginning July 1, 2010, an assumed business name or the name of a corporation or limited liability company shall be distinguishable from any other assumed business name or the name of any other corporation or limited liability company adopted, reserved, or registered in accordance with specified laws. Does not prohibit the use of a name that was adopted, reserved, or registered before July 1, 2010 in accordance with the law in effect when it was adopted, reserved, or registered. Makes other changes. Effective July 1, 2009, except that certain provisions take effect July 1, 2010.

WORKERS COMPENSATION-VARIOUS

Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act as follows: provides that an injury by accident is compensable only if the accident was the prevailing factor in causing both the resulting medical condition and disability; makes changes regarding notice of accidents; makes changes in computation of compensation paid to certain employees who, before the accident for which an employee claims compensation, had sustained an injury; makes changes regarding review of awards; limits certain cumulative awards for partial disability; provides for certification of permanent partial or total disability by physicians; provides that no compensation is payable for certain injuries involving alcohol or drugs; changes qualifications for Illinois Workers' Compensation Commission commissioners and arbitrators; contains provisions regarding evidentiary matters and statutory construction; makes changes regarding the duties of the Workers' Compensation Advisory Board; requires performance audits of arbitrators; provides that an employer and the exclusive representative of its employees may agree to establish binding obligations and procedures relating to workers' compensation; and makes other changes. Effective immediately.

SUNSHINE COMMISSION ACT

Creates the Sunshine Commission Act. Provides for the appointment by the legislative leaders of a Sunshine Commission, consisting of 4 legislators and 4 public members, to conduct a thorough review of the relevance, efficiency, and effectiveness of each "State executive branch program". Requires the Commission to report its recommendations to the General Assembly within 6 months after the Act's effective date. Requires the General Assembly, by joint resolution, to approve or reject the report within 60 session days after the report is filed. Repeals the Act 2 years after its effective date. Effective immediately.

ENTRPRSE ZNE-LOWER POPULATION

Amends the Illinois Enterprise Zone Act. Provides that an area is separately qualified to become an enterprise zone if that area: (i) is located, wholly or partially, within a county that has a population that, according to the most-recent decennial census, is less than the population of the county according to the decennial census that occurred 40 years prior to the most recent decennial census; and (ii) satisfies any additional criteria established by rule of the Department consistent with the purposes of this Act. Effective immediately.

$ICCB-MOBILE RESPONSE TRAINING

Appropriates $7,500,000 from the General Revenue Fund to the Illinois Community College Board for the mobile response workforce training pilot program. Effective July 1, 2009.
