VEH CD-PUBLIC SAFETY DIVER PLT

Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Public Safety Diver special license plates. Creates the Public Safety Diver Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $45 for original issuance of the plates, of which $30 shall be deposited into the Public Safety Diver Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Public Safety Diver Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Public Safety Diver Fund shall be paid to the Illinois Law Enforcement Training and Standards Board for the purposes of providing training, standards, equipment, and facilities to all public safety disciplines involved in public safety diving and water rescue services, with a primary focus toward volunteer responders.

CRIM CD-CREATES COPPER THEFT

Amends the Criminal Code of 1961. Creates the offense of copper theft. Provides that a person commits copper theft when, without the consent of the owner, he or she knowingly obtains or exerts control over property of the owner consisting of any copper or copper alloy that is manufactured, sold, or used for certain specified purposes. Provides incremental increases in the penalty for copper theft from a Class 4 felony to a Class 1 felony based on the value of the property stolen or whether the offense was committed in a school or place of worship, or if the theft was of government property.

SUNSHINE COMMISSION ACT

Creates the Sunshine Commission Act. Provides for the appointment by the legislative leaders of a Sunshine Commission, consisting of 4 legislators and 4 public members, to conduct a thorough review of the relevance, efficiency, and effectiveness of each State executive branch program. Requires the Commission to submit its recommendations to the Governor each month beginning 6 months after the Act's effective date and to submit and post on an Internet website a comprehensive report, including recommendations made to the Governor, within 2 years after the Act's effective date. Requires the General Assembly, by joint resolution, to approve or reject the report within 60 session days after the report is filed. Repeals the Act 3 years after its effective date. Effective immediately.

HUNTING PERMITS-RELATIVES FEES

Amends the Wildlife Code. Provides that nonresident relatives, including children, grandchildren, parents, grandparents, sisters, and brothers of State landowners who own at least 40 acres shall be charged a permit fee equal to the resident's turkey or deer hunting permit fee for hunting on the relative's land only.

PREVAIL WAGE-CONSERVATION PROJ

Amends the Prevailing Wage Act. Provides that "public works" does not include conservation projects or practices on private land paid for wholly or in part out of public funds. Effective immediately.

FOOD AGRIC RESEARCH ACT-FUNDS

Amends the Food and Agriculture Research Act. Provides that appropriations for the purposes of the Act shall be made to the Illinois Department of Agriculture for research to Illinois public and non-public institutions of higher education. Provides that the Illinois Council on Food and Agricultural Research shall prepare and deliver to the General Assembly, Governor, Director of Agriculture, and the food and agricultural research administrators at each of the public and non-public institutions of higher learning that receive research dollars under the Act an annual report providing a summary and detailed account of the research programs being supported. Provides any additional grants or donations for research shall be deposited into the Food and Agricultural Research Fund and may be appropriated and used for the purposes of the Act. Amends the State Finance Act to create the Food and Agricultural Research Fund as a special fund in the State treasury. Effective immediately.
