OIL GAS LEASING

Creates the Oil and Gas Leasing Act. Provides that the purpose of the Act is to clarify the rights of joint owners of oil and gas in this State, to promote and preserve the value of oil and gas reserves in the State, and to maximize the recovery of oil and gas through the orderly and efficient development of oil and gas reserves for the benefit of all joint owners in a fair and equitable manner. Provides definitions. Includes provisions concerning venue of an action seeking to impress a trust upon an oil and gas interest for the purpose of leasing and developing it, joint ownership of a freehold interest in an oil and gas estate, declaration of a trust in oil or gas land and the powers and duties of a trustee, court procedures, oil and gas leases, payments under an oil and gas lease, and construction of the Act. Effective immediately.

NEW HARMONY BRIDGE COMMISSION

Creates the New Harmony Bridge Compact Act and the New Harmony Bridge Commissioners Act. Contains a statement of legislative findings and purpose. Provides that no later than January 1, 2013, the Governor, by and with the advice and consent of the Senate, shall appoint 3 commissioners to enter into a compact on behalf of the State of Illinois with the State of Indiana to create the New Harmony Bridge Bi-State Commission to effectuate the rehabilitation and maintenance of the New Harmony Bridge. Contains provisions concerning the membership, powers, and duties of the Commission. Provides that the commissioners shall serve without compensation, but shall be entitled to be reimbursed for the necessary expenses incurred in the performance of their duties. Provides that the compact shall expire 5 years after the date it becomes effective, or upon conveyance of the New Harmony Bridge to a private entity, whichever date is earlier, unless the legislatures of the compacting States authorize an extension of the terms of the compact. Effective immediately.

CON AMEND-MARRIAGE

Proposes to amend the General Provisions Article of the Illinois Constitution. Provides that only a union of one man and one woman shall be valid or recognized as a marriage in this State. Provides that this State and its political subdivisions shall not create or recognize a legal status similar to that of marriage. Effective upon being declared adopted.

LOTTERY-SOLICITATION

Amends the Illinois Lottery Law. Provides that a licensed retail sales agent must obtain adequate written evidence of the age and identity of a person before that licensed retail sales agent solicits that person for the sale of lottery tickets or shares. Provides that a violation of this requirement shall be grounds for suspension or revocation of a license under the Act.
