Amends the Illinois Insurance Code in relation to timely payment for health care services. Provides that, with respect to payment of interest, interest does not have to be paid only when the aggregate amount of interest owing is less than $1. Provides that the submission of a clean claim (a claim specifying certain statutorily required information) constitutes due proof of loss sufficient to support payment of a claim. Effective December 1, 2003.
Amends the Liquor Control Act of 1934. Provides that the Illinois Liquor Control Commission shall refuse the issuance or renewal of a license if the licensee or license applicant has violated certain provisions of the Retailers' Occupation Tax Act concerning the filing of returns. Provides that the Illinois Liquor Control Commission shall suspend or revoke (now revoke) the license of a licensee who has violated certain provisions of the Retailers' Occupation Tax Act concerning the filing of returns.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
Amends the Recreational Trails of Illinois Act. With respect to the Off-Highway Vehicle Trails Fund, provides that at least 92% (now 60%) shall be allocated for motorized recreation and not more than 8% may be used for administration, enforcement, planning, and implementation costs. Effective immediately.
