Amends the Illinois Insurance Code. Provides that with respect to employers correctly classified within the construction industry, the amount charged to the insured for workers' compensation and employers' liability insurance shall be based upon hours worked by employees in specific job categories or classifications, not the wages or salaries paid to the employees.
Amends the Unemployment Insurance Act. Provides that services performed by an oil field contract pumper do not constitute "employment" for purposes of the Act. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Makes a technical change in a Section relating to retirement annuities.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Cigarette Tax Act and the Home Rule Cigarette Tax Restriction Act. Makes technical changes in the short title Sections. Amends the Tobacco Products Tax Act of 1995. Makes technical changes in a Section concerning sales of tobacco products that are exempt from the tax imposed by the Act.
Amends the Property Tax Code. Provides that, beginning in taxable year 2004, all property of regional economic development corporations that is used exclusively for the charitable and public purpose of creating, facilitating, and encouraging economic development is exempt from property taxation. Defines "economic development corporation" as a not-for-profit corporation that receives more than 75% of its funding from taxing districts. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Workers' Compensation Act. Makes a technical change in a Section relating to the application of the Act.
Amends the Illinois Insurance Code. Adds a caption to a Section concerning the insurability of newborns.
Amends the Ticket Scalping Act. Provides that any term or condition of the original sale of a ticket to any theater, circus, baseball park, or place of public entertainment or amusement where tickets of admission are sold that purports to limit the terms or conditions of resale of the ticket (including but not limited to the resale price of the ticket) shall be unenforceable, null, and void, if the resale transaction is carried out under certain specified conditions. Provides that the Act does not apply to the sale of tickets of admission to a sporting event, theater, musical performance, or place of public entertainment or amusement of any kind for a price in excess of the printed box office ticket price by a seller engaged in interstate or intrastate commerce on an Internet Auction Listing Service duly registered with the Illinois Office of Banks and Real Estate under the Auction License Act. Provides that the Act does not apply to the sale of tickets of admission to a sporting event, theater, musical performance, or place of public entertainment or amusement of any kind for a price in excess of the printed box office ticket price conducted at an auction solely by or for a not-for-profit organization for charitable purposes.
