Directs the Auditor General to perform an audit of a grant made to Community Resource Associates by the Department of Human Services.

Appropriates $41,054,300 from the General Revenue Fund to the Department of Human Services for the ordinary and contingent expenses of the Murray Developmental Center. Effective July 1, 2012.
Creates the Public Corruption Profit Forfeiture Act and amends the Election Code. Provides for the forfeiture to the State of Illinois of proceeds and profits derived through violations of the statutes concerning intimidation by public officials, bribery, or providing, attempting, offering to provide or soliciting, accepting, or attempting to accept a kickback, or including, directly or indirectly, the amount of any kickback prohibited in the contract price charged by a subcontractor to a prime contractor or a higher tier subcontractor or in the contract price charged by a prime contractor to any unit of State or local government for a public contract a kickback. Provides for distribution of the proceeds from forfeited property. Includes a continuing appropriation to the Department of State Police.
Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2012, "compensation" does not include any overtime pay payable to an employee for personal services performed in excess of the full normal working period for his or her position. Effective immediately.
Amends the Downstate Teachers Article of the Illinois Pension Code. Extends the period during which an annuitant receiving a retirement annuity other than a disability retirement annuity may accept employment for up to 120 paid days or 600 paid hours in a school year without impairing his or her retirement status. Effective immediately.
Amends the Unemployment Insurance Act. Provides that any person who makes a false statement or representation to obtain, increase, prevent suspension of, or prevent the reduction of any benefit or payment under this Act or the unemployment compensation law of any other state or the federal government, either for himself or herself or for any other person, commits the offense of unemployment insurance fraud. Provides that unemployment insurance fraud is a Class A misdemeanor and that a second or subsequent violation is a Class 4 felony.
Amends the Illinois Enterprise Zone Act. Provides that, beginning in calendar year 2011 and until December 31, 2015, an additional 50 enterprise zones may be certified by the Department of Commerce and Economic Opportunity. Effective immediately.
Amends the Sex Offender Registration Act. Includes, in the definition of "sex offense", distributing harmful material to a minor.
Amends the Code of Corrections. Creates the Correctional Facility Nominating Committee to nominate candidates to be appointed by the Director of Corrections to serve as the chief administrative officer of a correctional institution or facility. Sets forth the process for organizing the Committee, as well as the procedures to be used by the Committee. Requires the Department to publish annually the qualifications and duties of each position responsible for the custody and care of inmates, together with all supervisory positions over them, including chief administrative officers.
Amends the Animal Control Act. Provides that, subject to appropriation, the Department of Agriculture must establish and maintain a dangerous and vicious dog registry. Requires owners of dogs that have been deemed dangerous or vicious to register those animals with their county animal control. Requires county animal control to forward registration information to the Department for posting on the dangerous and vicious dog registry. Requires owners of dangerous and vicious dogs to submit renewal applications each year and to update their registration information when necessary. Establishes registration and renewal fees, which must be deposited into the Dangerous and Vicious Dog Registry Fund for use by the Department to establish the registry. Amends the State Finance Act to create the Dangerous and Vicious Dog Registry Fund. Effective immediately.
