Amends the State Finance Act. Creates the Grandparents Custody Assistance Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be paid as grants to public or private non-profit agencies that provide pro bono legal assistance to a grandparent or other first-degree relative seeking (i) custody of a child or (ii) to intervene in a custody dispute involving that child. Authorizes the Attorney General to manage the Fund. Defines "first-degree relative". Amends the Illinois Marriage and Dissolution of Marriage Act and the Clerks of Courts Act to provide for fines to be imposed when parties violate court orders relating to custody, visitation, or joint parenting, with certain exceptions. Provides for disposition of the fines.

Amends the Illinois Public Aid Code. Provides that on and after January 1, 2013, electronic benefits transfer cards ("LINK") used to obtain food stamp benefits or cash shall contain the name and photo of the primary cardholder and, at the option of the primary cardholder, the names of secondary holders who are authorized to use the card. Establishes that an individual may only use the LINK card if the photo on the card matches the user or he or she presents a current and valid photo identification that confirms he or she is a secondary user listed on the card. Provides that on the effective date of the amendatory Act the Department of Human Services shall begin the process of transitioning to the use of LINK cards which contain the name and photo of the primary cardholder and list the names of all authorized users of the card. Requires the transition to be completed no later than January 1, 2013. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning definitions.
Amends the Tennessee Valley Authority Payment Act. Makes a technical change in a Section concerning the short title.
Creates the Public Corruption Profit Forfeiture Act and amends the Election Code. Provides for the forfeiture to the State of Illinois of proceeds and profits derived through violations of the statutes concerning intimidation by public officials, bribery, or providing, attempting, offering to provide or soliciting, accepting, or attempting to accept a kickback, or including, directly or indirectly, the amount of any kickback prohibited in the contract price charged by a subcontractor to a prime contractor or a higher tier subcontractor or in the contract price charged by a prime contractor to any unit of State or local government for a public contract a kickback. Provides for distribution of the proceeds from forfeited property. Includes a continuing appropriation to the Department of State Police.

Encourages State and federal officials to provide funding for the Route 50 Expansion Project between the Indiana state line and connecting with Interstate 64 in Illinois.
Amends the Juvenile Court Act of 1987 relating to truant minors in need of supervision. Adds a legislative intent provision. Provides that a minor found to be a truant minor in need of supervision may be ordered to attend school in a non-disruptive manner until the minor's 17th birthday. Provides that upon a finding of contempt against the minor or guardian, the court may sentence the minor or guardian to a period of incarceration in the county jail in the case of a guardian, or in the nearest juvenile detention facility, in the case of a minor; provided that the court shall contemporaneously enter a purge order which provides that the minor or guardian may be released from custody upon verification that the minor is attending school as certified by the Regional Office of Education. Provides that incarceration of a minor pursuant to this provision shall not be designated as a status offense by any juvenile detention facility. Effective immediately.
