FOIA-RECORDS CONCERNING FUNDS

Amends the Freedom of Information Act. Provides that only for purposes of the Section concerning records of funds, the term "public body" includes probation offices, State's Attorney offices, circuit clerks, and judges. Provides that all records relating to the obligation, receipt, and use of public funds of probation offices, State's Attorney offices, circuit clerks, and judges are public records subject to inspection and copying by the public. Effective immediately.

FOIA-PUBLIC BODY PENALTIES

Amends the Freedom of Information Act. Provides that an individual acting on behalf of a public body who willfully and intentionally fails to comply with the Act is guilty of a Class C misdemeanor. Effective immediately.

OPEN MTGS-REQUEST DURING MTG

Amends the Open Meetings Act. Provides that if a person requests information from the corporate authorities of a public body during a meeting and if the corporate authorities of the public body do not respond to the request during the meeting, then the corporate authorities of the public body shall provide a written response to the request prior to or at the next meeting of the public body. Amends the State Mandates Act to require implementation without reimbursement.

PETITION FORM-BINDER CLIPS

Amends the Election Code. Provides that petition sheets shall be neatly bound and deletes a reference to placing the sheets in a pile and fastening them together at one edge in a secure and suitable manner. Further provides that petitions filed that are bound using paper clips, tape, or any similar temporary fastening device shall be found invalid. Makes similar changes to provisions concerning the form of nominating petitions under Article 10 of the Election Code. Effective immediately.

BOW AND ARROW DEFINITION

Amends the Wildlife Code. Expands the definition of "bow and arrow" to include any archery device that pulls 40 pounds within a 28 inch draw.

DENTIST ADMINISTER VACCINES

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.

FINANCE-LOCAL GOVT DEBT REFORM

Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
