OIL BRINE APPLICATION PERMIT

Amends the Illinois Oil and Gas Act. Provides that no person shall apply, discharge, or otherwise dispose of oil field brine for any reason, including, but not limited to, application for ice and dust control or soil stabilization, without first securing a permit granted by the Department of Natural Resources. Authorizes the Department to regulate the application of oil field brines and establish a permitting system for such application. Creates guidelines for the application of oil field brine. Provides that any permittee shall keep records of the use of brine and make such records available for review by the Department upon request. Makes other changes.

OPEN MTGS-NOTIFICATION

Amends the Open Meetings Act. Deletes a provision which provided that if a notice or agenda is not continuously available for the required period due to actions outside of the control of the public body, then that lack of availability does not invalidate any meeting or action taken at a meeting. Effective immediately.

PRESIDENTIAL ELECTORS

Amends the Election Code. Provides that electors for the President and Vice-President of the United States shall be nominated by congressional district, with the remaining electors being selected by the political party whose candidates won the State-wide vote. Effective immediately.

PETITION FORM-BINDER CLIPS

Amends the Election Code. Provides that petition sheets shall be neatly bound and deletes a reference to placing the sheets in a pile and fastening them together at one edge in a secure and suitable manner. Further provides that petitions filed that are bound using paper clips, prong fasteners, tape, or any similar temporary fastening device shall be found invalid. Effective immediately.

INCOME TAX-RATES

Amends the Illinois Income Tax Act. Reduces the rate of tax on corporations to 4.8%. Makes corresponding changes concerning the distribution of tax proceeds. Effective immediately.

VEH CD-IN GOD WE TRUST PLATES

Amends the Illinois Vehicle Code. Provides for the issuance of In God We Trust license plates, for an additional charge of $20 at initial issuance and at renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $5 of the original issuance fee and $18 of the renewal fee shall be deposited into the Illinois Military Family Relief Fund.

TOBACCO PRODUCTS-CIGARS

Amends the Tobacco Products Tax Act. Provides that the tax on cigars may not exceed $0.50 per cigar.

PROPANE SALE CUSTOMER PRICING

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that sellers of propane who sell or deliver propane at different prices to different customers with respect to propane sales made during the same calendar week commit an unlawful practice.

OPN MTGS-REQUEST DURING MTG

Amends the Open Meetings Act. Provides that if a person requests information from the corporate authorities of a public body during a meeting and if the corporate authorities of the public body do not respond to the request during the meeting, then the corporate authorities of the public body shall provide a written response to the request prior to or at the next meeting of the public body. Amends the State Mandates Act to require implementation without reimbursement.

MOTOR FUEL TAX-REPEAL

Repeals the Motor Fuel Tax Law. Makes conforming changes in the following Acts, Codes, and Laws: Illinois Renewable Fuels Development Program Act, Department of Revenue Law of the Civil Administrative Code of Illinois, Illinois Finance Authority Act, State Finance Act, Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, Retailers' Occupation Tax Act, Illinois Independent Tax Tribunal Act of 2012, Investment of Municipal Funds Act, Illinois Municipal Code, Southwestern Illinois Development Authority Act, Regional Transportation Authority Act, Environmental Protection Act, Environmental Impact Fee Law, Gasoline Storage Act, Illinois Highway Code, Illinois Vehicle Code, and Motor Fuel and Petroleum Standards Act.
