Amends the Election Code. Authorizes election authorities to use newspaper obituaries, if confirmed as accurate, to purge voter registration records.

Amends the IMRF Article of the Illinois Pension Code. Provides that the restriction on return to service after accepting early retirement benefits applies only to (A) employment for which the person is required (or is allowed and has elected) to participate in the Fund and (B) contractual personal services which, if performed as an employee, would require the employee to participate in the Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Employee and Downstate Teacher Articles of the Illinois Pension Code. Allows a State policeman who has more than 20 years of creditable service under the Teachers' Retirement System of the State of Illinois may elect to establish eligible creditable service under the alternative formula provisions of the State Employee Article for that service by filing a written election with the Board of Trustees of the State Employees' Retirement System of Illinois within 2 weeks after the effective date of the amendatory Act. Includes language to comply with the new benefit increase provisions. Effective immediately.
Amends the Local Governmental and Governmental Employees Tort Immunity Act. Adds to the definition of a "local public entity": an association of school districts, association of school boards, and any not-for-profit association, partnership, or other organization or entity organized for the purpose of conducting public business. Provides that these changes apply to pending actions as well as actions commenced on or after the effective date. Effective immediately.
Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
Amends the School Code. Requires school districts to provide instruction and training in violence prevention and conflict resolution education as part of social-emotional learning standards and in line with established plans developed under the Children's Mental Health Act of 2003 for all students in grades pre-kindergarten through 8 and a peer mediation program for grades 4 through 12 (instead of instruction in violence prevention and conflict resolution education for grades 4 through 12). Makes changes concerning progress reports, school credit, the definition of violence prevention and conflict resolution education, State Board of Education guidelines, duties of the State Board, and funding. Subject to appropriation, requires the State Board to design and fund 50 pilot projects annually until all programs are in compliance. Effective immediately.
