Amends the Election Code. Makes a technical change in a Section establishing the State Board of Elections.

Amends the Autopsy Act. Provides that an autopsy may only be performed in a hospital or a facility maintained by a coroner. Provides that records shall be retained for as long as other medical records at the place the autopsy is performed. Effective immediately.

Amends the IMRF Article of the Illinois Pension Code. Provides that an elected or appointed coroner may elect to participate in the Fund as a sheriff's law enforcement employee (SLEP). Allows conversion of prior service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Public Utilities Act. Provides that the Illinois Commerce Commission must require that a public utility that serves a contract with a third party for a property must notify the owner of record and the tenant of the property if excess water usage is detected by the public utility. Effective immediately.

Amends the Illinois Income Tax Act. Authorizes a credit to individual taxpayers of $0.505 per mile of motor vehicle travel in the taxpayer's personal vehicle delivering meals as an unpaid volunteer as part of a non-profit nutritional program, but not to exceed $500 per taxable year. Defines a "non-profit nutritional program". Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried forward or back. Effective immediately.

Amends the Election Code and the Illinois Procurement Code. With respect to the pay-to-play provisions, requires each State agency to notify its current contractors in writing of the business registration requirements. Makes a business entity's failure to receive that notice an affirmative defense against an alleged violation of the registration requirements. Effective immediately.

Amends the Illinois Funeral or Burial Funds Act and the Illinois Pre-Need Cemetery Sales Act. Provides that, before a seller and purchaser enter into a pre-need contract or pre-need sales contract, the seller must disclose and fully explain that the purchaser may fund the contract by choosing one of the following options: depositing the funds into a local banking institution; depositing the funds into a trust program; or other means offered by the seller. Provides that the purchaser shall then choose one of those options. Provides that sellers of pre-need sales contracts must be licensed by the Department of Financial and Professional Regulation. Makes other changes. Effective immediately.

Creates the First Responders' Mobile Communications Transition Act. Requires that the Director of State Police appoint a task force to develop and adopt a plan for the coordination of a mobile communications infrastructure for the State's first responders. Requires that each State agency, unit of local government, public institution of higher education, community college district, and school district that is a first responder or employs one or more first responders must coordinate its first responders' mobile communications in compliance with the infrastructure plan by January 1, 2019. Requires the Department of State Police, upon recommendation of the task force, to make grants and loans to those entities to assist in their compliance. Establishes reporting and auditing requirements. Preempts home rule. Repeals the Act May 1, 2021. Amends the State Finance Act to create within the State treasury the fund for the loans and grants. Effective immediately.

Amends the Criminal Code of 1961. For the purpose of the statute prohibiting child sex offenders from knowingly being present within 100 feet of a site posted as a pick-up or discharge stop for a conveyance owned, leased, or contracted by a school to transport students to or from school or a school related activity when one or more persons under the age of 18 are present at the site, defines such stop as having a sign which is visible from the nearest public roadway and containing text or graphics, or both, sufficient to denote to a reasonable person the presence of a pick-up or discharge stop for a conveyance used for the transport of students to school.

Amends the Election Code. Prohibits county clerks and members of boards of election commissioners from making public endorsements of candidates and public questions when the candidates' names and the questions appear on ballots solely of political subdivisions within their election jurisdiction. Effective immediately.
