Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet the certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective January 1, 2010.

Amends the Property Tax Code. Deletes the requirement that certain fraternal organizations that receive an assessment freeze must submit an annual application. Effective immediately.

Amends the Counties Code. Provides that a county board may, by ordinance or resolution, increase the fees imposed by the coroner's office. Sets forth the maximum fees that may be imposed for autopsy reports, cremation permits, transcripts, toxicology reports, and miscellaneous reports. Provides that a coroner may waive the permit fee to cremate a dead human body if the coroner determines that the person is indigent and unable to pay the permit fee or under other special circumstances. Provides that the county treasurer shall establish a special account in the county treasury for the deposit of the coroner's fees (now, the fees are deposited into the general fund of the county). Provides that moneys in the special account shall be used for the payment of the expenses of the coroner's office. Effective immediately.

Amends the State Employee and Downstate Teacher Articles of the Illinois Pension Code. Allows a State policeman who has more than 20 years of creditable service under the Teachers' Retirement System of the State of Illinois may elect to establish eligible creditable service under the alternative formula provisions of the State Employee Article for that service by filing a written election with the Board of Trustees of the State Employees' Retirement System of Illinois within 2 weeks after the effective date of the amendatory Act. Includes language to comply with the new benefit increase provisions. Effective immediately.

Amends the Funeral Directors and Embalmers Licensing Code. Provides for the temporary licensure of funeral directors and embalmers registered or licensed under the laws of any other state or territory of the United States in the event of any occurrence that results in a shortage of licensed funeral directors and embalmers in any part of Illinois. Effective immediately.

Amends the Unified Code of Corrections. Provides that the court shall (rather than may) sentence the defendant to a term of natural life imprisonment for first degree murder if the trier of fact finds beyond a reasonable doubt that the murder was accompanied by exceptionally brutal or heinous behavior indicative of wanton cruelty or that any of the aggravating factors listed in the first degree murder statute are present.

Amends the Illinois Municipal Code. In provisions concerning nonpartisan primary elections, provides that an office is uncontested if not more than twice the number of persons (now, not more than 4 persons) to be nominated for each office have timely filed valid nominating papers. In provisions concerning write-in candidates, provides that a primary ballot must be prepared if a write-in candidate increases the number of candidates that have filed to more than twice the number of persons to be nominated for the office.

Amends the Illinois Funeral or Burial Funds Act and the Illinois Pre-Need Cemetery Sales Act to transfer all authority given to the Comptroller under the Acts to the Department of Financial and Professional Regulation. Replaces all references to "Comptroller" with "Department". Effective immediately.

Amends the Illinois Vehicle Code. Provides that a court may order a defendant to pay restitution to persons who suffered personal injury or property damage as a result of misdemeanors and felonies committed in violation of the Illinois Vehicle Code. Contains provisions regarding the amount of restitution, plea agreements, applying the balance of the cash bond to the payment of restitution, the manner of payment of restitution, sentence modification or revocation, civil actions, liens, discharge, interest, and other matters.
