Amends the Dental Service Plan Act in the provision concerning a dental service plan corporation board of trustees. Deletes the requirement that each trustee shall be a resident of Illinois. Provides that those designated as dental trustees shall comprise at least one-third (instead of a majority) of the trustees and shall be participating dentists of the corporation (instead of only dentists) licensed in Illinois to practice dentistry and adds the requirement that such trustees shall be residents of Illinois. Deletes the requirement that the remaining trustees, designated as public trustees, shall be representative of the subscribers to the dental service plan and that not more than one-third of the public trustees shall be licensed dentists. Makes a change in a provision concerning the expiration of the terms of dental trustees. Deletes a provision concerning meetings of subscribers for the election of public trustees.

Amends the Illinois Police Training Act. In a Section concerning death and homicide investigation, provides that the Illinois Law Enforcement Training and Standards Board shall conduct or approve a training program for the training of coroners. Provides that only coroners who successfully complete the program may be assigned as a lead investigator in coroner's investigations of a death or homicide, and the completion of the program must be evidenced by a certificate. Further provides that the Illinois Law Enforcement Training and Standards Board shall develop a process for waiver applications sent by a local law enforcement agency administrator (now, an agency administrator) or from a coroner's office for certain officers or coroners that qualify for a waiver. Provides that provisions concerning training in death and homicide investigations do not affect or impede the powers of the office of the coroner to investigate all deaths.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, on or after July 1, 2012 and on or before December 31, 2018, the taxes imposed under the Acts apply to (i) 90% of the proceeds of sales of gasohol, (ii) 80% of the proceeds of sales of E20 blended ethanol fuel, and (iii) 60% of the proceeds of sales of E30 blended ethanol fuel. Provides that an exemption for majority blended ethanol fuel applies through December 31, 2018 (instead of December 31, 2013). Amends the Illinois Renewable Fuels Development Program Act. Provides that grants may be awarded for the following programs: a next generation renewable fuels program, a majority blended ethanol and blender pump infrastructure program, and a research and development program for sustainable corn production and corn-based renewable fuel production. Sets forth the maximum aggregate amount of grants that may be awarded under each program. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning 90 days after the effective date of this amendatory Act, (i) no denial of a request for approval for payment of non-emergency transportation by means of ground ambulance service, and (ii) no approval of non-emergency transportation by means of ground ambulance service at a level of service that entitles the ground ambulance service provider to a lower level of compensation from the Department of Healthcare and Family Services than would have been received at the level of service requested by the ground ambulance service provider, may be issued by the Department or its agent except pursuant to criteria established by administrative rules adopted pursuant to the Illinois Administrative Procedure Act. Effective immediately.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2014 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2010.
