Amends the Counties Code. In provisions concerning coroner's fees, requires that the coroner waive the fee for a copy of an autopsy report if the copy is requested by a physician who provided the coroner with a copy of the decedent's medical records free of charge. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Provides that the restriction on return to service after accepting early retirement benefits applies only to (A) employment for which the person is required (or is allowed and has elected) to participate in the Fund and (B) contractual personal services which, if performed as an employee, would require the employee to participate in the Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Election Code. Removes the requirement that the office of the board of election commissioners be open from 9 am to 12 o'clock noon on the last 4 Saturdays immediately preceding the end of the period of registration preceding each election.
Amends the Cemetery Oversight Act. Creates provisions concerning a cemetery manager and customer service employee; display of license; grace periods; stacking; burial of an unknown individual; burial of multiple persons; and Comptroller reports. Makes changes to various provisions, including, but not limited to, provisions concerning definitions; exemptions; powers of the Department of Financial and Professional Regulation; persons not licensed; application for license or exemption; the Code of Professional Conduct and Ethics; examinations; continuing education; expired licenses; preservation of licenses; dissolution; fees; records; the Cemetery Oversight Database; contracts; disciplinary actions; mandatory reports; investigations; the Cemetery Relief Fund; violations; civil penalties; whistleblowers; the Cemetery Oversight Board; and burial permits. Repeals provisions concerning persons licensed under the Cemetery Care Act or Cemetery Association Act; worker's statements; contract information; annual reports; and independent contractors. Repeals Articles concerning trust funds and cemetery associations. Reinstates the Cemetery Care Act and the Cemetery Association Act. Amends the Crematory Regulation Act. Creates a provision concerning the jurisdiction of oversight and enforcement. Makes changes in various provisions, including, but not limited to, provisions concerning definitions; powers of the Department; licensing; grounds for refusal of a license; display of cremation permits; authorization to cremate; cremation services; disposition of cremated remains; penalties; unlawful practices; notice; hearings; court orders; judicial review; cremation arrangements; subpoenas; oaths; findings and recommendations; rehearings; civil penalties; and the suspension of a license. Makes corresponding changes in various other Acts. Effective immediately.
Amends the Illinois Public Labor Relations Act. In the case of peace officers, expands the scope of arbitration to include residency requirements in municipalities having a population of 1,000,000 or more. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Public Utilities Act. Provides an alternative procedure that a large public utility may choose in establishing the ratemaking rate base of a water or sewer utility that the large public utility is acquiring. Defines "large public utility" and "water or sewer utility". Provides that the Commission's order that approves the large public utility's acquisition of the water or sewer utility shall include the Commission's decision establishing (1) the ratemaking rate base of the water or sewer utility and (2) the district or tariff group with which the water or sewer utility will be combined for ratemaking purposes. Sets forth provisions concerning definitions, appraisers and their duties, ratemaking rate base, and rate cases. Makes other changes. Effective immediately.

Amends the Criminal Code of 1961. Provides that a parent, legal guardian, or caretaker of a child in his or her care who is 12 years of age or younger commits a Class 3 felony when he or she fails to notify a law enforcement agency in a timely manner of the child's disappearance and: (1) knows that the child is missing; and (2) knows or reasonably should know that the child is potentially in danger of death or serious injury. Provides that it is the duty of a parent, legal guardian, or caretaker of a minor child who becomes aware of the death of the minor child occurring under specified circumstances to report such death and circumstances forthwith to the county medical examiner or county coroner in the county where the parent, caretaker, or guardian believes the death of the minor child is most likely to have occurred. Provides that any such parent, legal guardian, or caretaker who knowingly fails or refuses to report such death and circumstances, who refuses to make available prior medical or other information pertinent to the death investigation, or who, without an order from the office of the county medical examiner or county coroner, willfully touches, removes, or disturbs the body, clothing, or any other thing on or near the body with the intent to alter the evidence or circumstances surrounding the death commits a Class 3 felony. Effective immediately.
Creates the Plastic Bulk Merchandise Container Act. Provides that a person who is in the business of recycling, shredding, or destroying plastic bulk merchandise containers, before purchasing 5 or more plastic bulk merchandise containers from the same person, shall obtain a proof of ownership, create a record of the sale, and verify the identity of the seller. Provides that a person who is in the business of recycling, shredding, or destroying plastic bulk merchandise containers shall not pay for the containers in cash and shall record the method of payment used to purchase the containers. Requires the purchaser to keep a record of the sale for one year. Provides that a person who violates the Act is guilty of a petty offense and subject to a fine not exceeding $500. Provides that the Attorney General may inspect records and investigate alleged violations.
