Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the definition of "conviction".

Amends the Illinois Vehicle Code. Increases the penalty for failure to yield the right-of-way to an emergency vehicle or police vehicle making use of audible and visual signals from a business offense with a fine of not less than $100 or more than $10,000 to a Class B misdemeanor and if the offense results in the death of another person it is a Class 4 felony in addition to suspension of the person's license for 2 years.

Amends the Juvenile Court Act of 1987. Provides that the Department of Children and Family Services shall expand the bibliography distributed to all guardians ad litem to include information prepared by the Department on parental alienation behaviors. Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that the training for guardians ad litem shall include a component on the dynamics of parental alienation behaviors and its effect on parents and children.

Amends the Illinois Funeral or Burial Funds Act. Provides that, in the event a trust is used to fund a pre-need contract, the trustee of the trust shall issue a statement regarding the trust's performance to the beneficiary each month. Provides that the statement shall include the rate of interest, interest earned, net and liquid value, original principal investment, and any fees assessed by the banking or investment institution where the trust is held.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning payment under the Medicaid program for obligations incurred but not paid for at the time of a recipient's death.

Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. In the Section concerning credits and creditable service, provides that if the effective date of participation for the participating municipality or participating instrumentality is on or after the effective date of the amendatory Act, creditable service shall be granted for prior service to the extent determined by the employer, subject to the rules and procedures adopted by the board of trustees of the fund. Makes a corresponding change. Specifies the method by which the election shall be made. Contains a nonacceleration provision. Effective January 1, 2015.

Designates May 2, 2015 through May 4, 2015 as days of remembrance in honor of the 150th anniversary of President Abraham Lincoln's death and funeral, and requests the Governor to order the United States flag and the flag of the State of Illinois to be flown at half-staff on those days.

Amends the Funeral Directors and Embalmers Licensing Code. Adds a new provision requiring that all funeral establishments be licensed by the Department of Financial and Professional Regulation. Provides that any licensed funeral director or funeral director and embalmer may seek licensure to operate a funeral establishment and shall be permitted to continue operating the funeral establishment so long as he or she remains in compliance with the Code's requirements for licensure. Further provides that a business entity such as a corporation that owns and operates more than one funeral establishment is required to obtain a single license for all of its funeral establishments within the State. Gives the Department of Financial and Professional Regulation the authority to conduct investigations of a licensed funeral establishment and commence disciplinary action when necessary. Makes other changes.

Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to the Illinois Women's Military and Civilian Memorial Fund. Provides that moneys in the Fund may be used by the Department of Veterans' Affairs to make grants for the purposes of (i) constructing an Illinois Women's Military and Civilian Memorial in Oak Ridge Cemetery, Springfield, Illinois, and (ii) compiling a registry of persons who are eligible for commemoration as part of the memorial. Amends the State Finance Act to create the Fund. Effective immediately.

Amends the Criminal Code of 2012. Exempts from the provisions of the Eavesdropping Article of the Code, using an eavesdropping device for the purposes provided in an individualized educational program ("IEP") or as a reasonable accommodation under Section 504 of the Rehabilitation Act of 1973 or the Americans with Disabilities Act of 1990. Effective immediately.
