Amends the School Code. Provides that, beginning on July 1, 2011, no scholarships may be awarded under provisions that permit members of the General Assembly to award scholarships to persons for attendance at a State sponsored university. Provides that a scholarship awarded before July 1, 2011 is valid until its stated term expires, but may not be renewed. Effective July 1, 2011.

Amends the Environmental Protection Act. Provides that the portion of a site or facility that is used to incinerate only evidence, contraband, or other confiscated or seized material that is in the possession or control of a law enforcement agency is not a pollution control facility. Effective immediately.
Amends the Code of Civil Procedure. In provisions concerning real property that establish when the right to make an entry or bring an action to recover land first accrues, provides that in the case of a publicly-maintained sanitary sewer, storm sewer, or water pipe, the right accrues at the time of the construction on the property of the sanitary, sewer, storm sewer, or water pipe. Effective immediately.
Appropriates $25,000,000 from the General Revenue Fund to the Capital Development Board for grants for architectural and engineering studies and construction of a cooperative high school in Vermilion County involving Jamaica High School, Oakwood High School, and Catlin High School. Effective July 1, 2010.

Urges the Governor to suspend all out-of-state travel for the remainder of fiscal year 2009, to meet with the Department of Central Management Services, Department of Revenue, and the Auditor General to determine what other expenses could be reduced for the remainder of fiscal year 2009, and to consult with the Illinois Department of Transportation's Division of Aeronautics to further limit the use of executive aircraft and/or explore the sale of said aircraft.
Amends the School Code. Requires the State Board of Education to establish a 2-year pilot program in which graduate students author textbooks for students in kindergarten through grade 12. Provides that the textbook must be written by a graduate student attending a public university in this State, submitted to a professor at that university for editing and approval, and submitted to the State Board for final approval. If approved, requires the State Board to have the textbook published and made available to school districts.
Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that no person may practice veterinary medicine in the State except within the context of a veterinarian-client-patient relationship. Changes the definition of "veterinarian-client-patient relationship" to include a licensed veterinarian who has access to the animal patient's records and has been designated by the veterinarian with the prior relationship with the animal patient to provide reasonable and appropriate medical care if he or she is unavailable. Adds exemptions from the Act for certain specified persons. Requires a veterinarian to maintain patient records, which shall include certain specified information, for a minimum of 5 years from the date of the last known contact with an animal patient. Increases the maximum civil penalty allowed for a violation of the Act from $5,000 to $10,000. Makes several changes to the definition of "practice of veterinary medicine". Makes changes to the definitions of "accredited program in veterinary technology", "certified veterinary technician", and "complementary, alternative, and integrative therapies". Defines "immediate supervision", "licensed veterinarian", "veterinary premises", "veterinary prescription drugs", and "veterinary specialist". Replaces all references in the Act to "Director" with "Secretary". Makes other changes. Also makes technical changes. Amends the Regulatory Sunset Act. Extends the repeal date of the Veterinary Medicine and Surgery Practice Act of 2004 from January 1, 2014 to January 1, 2020. Effective immediately.
Creates the Manufactured Home Installation Act. Provides that a manufactured home installed on private property that is not located in a mobile home park must be installed in accordance with the manufacturer's instructions and assessed and taxed as real property. Amends the Use Tax Act and Retailers' Occupation Tax Act. Provides that the tax imposed under the Acts on new mobile homes or new manufactured homes to be located outside a mobile home park shall be calculated against 40% of the selling price and against 100% of the selling price of building materials. Amends the Property Tax Code and the Mobile Home Local Services Tax Act to provide that a mobile home located outside of a mobile home park shall be assessed and taxed as real property. Provides that mobile homes that are located outside of mobile home parks and taxed under the Mobile Home Local Services Tax Act on the effective date of the amendatory Act shall not be classified, assessed, and taxed as real property until the home is sold, transferred, or relocated. Provides that mobile homes that are located inside mobile home parks must be considered chattel and must be taxed according to the Mobile Home Local Services Tax Act. Provides that the owners of certain mobile homes may file a request with the county that the home be classified, assessed, and taxed as real property. Makes other changes concerning the definitions of "mobile home" and "manufactured home". Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Authorizes the Department of Commerce and Economic Opportunity to establish a business ownership grant and loan program for unemployed individuals. Specifies the purposes for which grant funds may be used. Effective January 1, 2011.
