Amends the Election Code. Adds 3 members to the State Board of Elections, to be appointed from political parties other than the 2 parties whose gubernatorial nominees received the highest and second highest number of votes in the most recent general election. Effective immediately.

Amends the Election Code. Makes the minimum petition signature requirement for a new State political party the same as that for a State office candidate of an established political party (now, the lesser of 25,000 or 1% of the number of voters voting in the most recent general election). Makes the minimum petition signature requirement for a new local political party the same as that for an established party candidate for the local office on the slate with the highest petition signature requirement (now, 5% of the number of voters in the relevant district or political subdivision who voted in the most recent election when district or subdivision officers were elected by the district or subdivision as a unit).
Amends the General Assembly Operations Act and the State Property Control Act. Prohibits assignment of State-owned automotive vehicles to the General Assembly for use by legislative leaders, members, or staff. Requires the sale of any such automotive vehicles, with the proceeds deposited into the General Revenue Fund. Effective immediately.
Amends the Real Estate License Act of 2000. Deletes the definition of "regular employee". Effective immediately.
Amends the Property Tax Code. Provides that, if a person turns 70 years of age or older during the taxable year and he or she qualified for a Senior Citizens Assessment Freeze Homestead Exemption in the previous taxable year, then the person qualifying need not reapply for the exemption. Effective immediately.
Amends the Fish and Aquatic Life Code. Provides that a licensed taxidermist or formerly licensed taxidermist may sell of barter either aquatic life or parts thereof taken by sport fishing, but only if preserved or mounted by the licensed taxidermist or formerly licensed taxidermist. Effective immediately.
Instructs the Commission on Government Forecasting and Accountability to study the actual costs associated the Illinois Department of Transportation (IDOT) Division of Aeronautics Bureau of Air Operation's Springfield-Chicago and Chicago-Springfield shuttle service and additional flight services provided upon request of State employees and officials, and perform a cost-benefit analysis to determine whether such air transportation services are an efficient use of State revenue.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the first Tuesday in February of even-numbered years to the first Tuesday in June of even-numbered years. Makes conforming changes with respect to (i) filing of declarations of judicial retention and (ii) printing and mailing of legislators' newsletters and brochures.
Amends the School Code. Allows a school district, by resolution of its board, to operate on a 4-day school week plan approved by the State Board of Education. Provides that a school district that operates on a 4-day school week plan must ensure a minimum of 880 hours of student contact in addition to required institute days (instead of requiring a minimum term of 185 days). Makes related changes. Removes a provision referring to the closing of schools on January 29, 1981. Effective immediately.
