Amends the Clinical Psychologist Licensing Act. Provides that the Clinical Psychologists Licensing and Disciplinary Board shall grant certification as medical psychologists to doctoral level psychologists licensed under the Act who meet the additional education and training requirements under the Act, and that this certification shall grant medical psychologists prescriptive authority to prescribe and dispense those drugs used in the treatment of mental, emotional, and psychological disorders. Sets forth provisions concerning the additional education and training requirements, application requirements, renewal, prescribing practices, controlled substance prescriptive authority, and State Board of Pharmacy interaction. Amends the Nurse Practice Act and the Illinois Controlled Substances Act to make related changes.

Amends the Mobile Home Local Services Tax Act. Defines "permanent foundation". Requires the Department of Revenue to adopt rules setting forth standards that county or township assessment officers must use in determining whether a dwelling is a mobile home or real property. Requires the Department to establish and administer a training program to train county or township assessment officers to use those standards. Effective immediately.
Amends the Unified Code of Corrections. Provides that if the death penalty is not imposed, the court shall impose an extended term sentence when a defendant is convicted of first degree murder, second degree murder, or involuntary manslaughter in which the victim of any of these offenses was a person under 18 years of age and the death of the victim resulted from child abuse. Provides that before the imposition of an extended term sentence under this provision, the State's Attorney shall present evidence to the court at the sentencing hearing of the defendant describing the facts in the case. Provides that if the court finds that the death of the person under 18 years of age was the result of child abuse, the court shall impose an extended term sentence upon the defendant. Provides that if the court does not make such finding, the court shall impose any other sentence for the offense as prescribed in the Code.
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall immediately revoke the license, permit, or driving privileges of any driver upon receiving a report of the driver's conviction of negligent vehicular homicide or aggravated negligent driving. Creates the offense of aggravated negligent driving. Provides that a person commits the offense if the person's negligent operation of a motor vehicle is the proximate cause of a motor vehicle accident that results in a type A injury to another or property damage of another in excess of $1,500. Provides that a violation is a Class A misdemeanor. Amends the Criminal Code of 1961. Creates the offense of negligent vehicular homicide. Provides that a person commits the offense if the person's negligent operation of a motor vehicle is the proximate cause of the death of another person. Provides that a violation is a Class 4 felony.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Creates the Task Force on Farmers' Markets, the purpose of which is to review the implementation of Acts that define which products and practices are permitted and which products and practices are not permitted at farmers' markets and other outdoor food sale events.
If and only if Senate Bill 44 of the 96th General Assembly becomes law, amends the Cigarette Tax Act and the Cigarette Use Tax Act. Provides that the additional taxes are imposed as follows: an additional 25 mills per cigarette on September 1, 2009; an additional 12.5 mills per cigarette on September 1, 2010; and an additional 12.5 mills per cigarette on September 1, 2011. Makes changes concerning payments by retailers and distributors who have stamped cigarettes in their possession when the additional taxes take effect on September 1, 2009, September 1, 2010, and September 1, 2011. In the Cigarette Use Tax Act, provides that the additional tax that takes effect on September 1, 2010 is imposed on the privilege of using cigarettes in the State (instead of on retailers). Makes changes to the definition of "cigarette". Makes other changes. Effective immediately.
Amends the House Rules. Provides that the Rules Committee shall refer bills to a standing or special committee within 3 legislative days in both odd-numbered and even-numbered years. Provides that a committee must consider a legislative measure that has at least 16 co-sponsors and make a report to the House.
Creates the Employ Illinois Job Renewal Act. Requires the Department of Commerce and Economic Opportunity to develop application procedures to certify certain areas in the State as Job Renewal Zones. Sets forth the qualifications for certification as a Job Renewal Zone. Sets forth tax incentives for businesses located inside Job Renewal Zones. Requires the Department to certify all Job Renewal Zones by July 1, 2012 and provides that all zones expire on June 30, 2023. Requires the Department to report to the General Assembly and Governor no later than January 1, 2022 concerning the program. Effective immediately.
Amends the Election Code. Eliminates the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision.
