Amends the Election Code. Eliminates the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision. Effective January 1, 2010.

Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that an electric utility with less than 2 million customers set the due date on the bills of non-residential customers to no less than 20 days after the date of the postmark on the bill.
Instructs the Commission on Government Forecasting and Accountability to study the actual costs associated the Illinois Department of Transportation (IDOT) Division of Aeronautics Bureau of Air Operation's Springfield-Chicago and Chicago-Springfield shuttle service and additional flight services provided upon request of State employees and officials, and perform a cost-benefit analysis to determine whether such air transportation services is an efficient use of State revenue.
Amends the Abandoned Newborn Infant Protection Act. Expands the definition of "police station" to include a State university's or a State college's police department and the various district headquarters of the Illinois State Police.
Repeals the Compensation Review Act. Effective immediately.
Amends the Compensation Review Act. Prohibits any increase in compensation based on a cost of living adjustment, as authorized by Senate Joint Resolution 192 of the 86th General Assembly, for or during the fiscal year beginning July 1, 2010. Effective immediately.
Creates the Appropriation Sunshine Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 48 hours before the bill is considered for final passage by that chamber. Provides that a motion adopted by a record vote of at least three-fifths of the members elected, the House of Representatives, or the Senate may provide that this restriction does not apply to that chamber with respect to any one or more bills specified in the motion by bill number. Effective immediately.
Amends the Clinical Psychologist Licensing Act. Provides that the Clinical Psychologists Licensing and Disciplinary Board shall grant certification as medical psychologists to doctoral level psychologists licensed under the Act who meet the additional education and training requirements under the Act, and that this certification shall grant medical psychologists prescriptive authority to prescribe and dispense those drugs used in the treatment of mental, emotional, and psychological disorders. Sets forth provisions concerning the additional education and training requirements, application requirements, renewal, prescribing practices, controlled substance prescriptive authority, and State Board of Pharmacy interaction. Amends the Nurse Practice Act, the Pharmacy Practice Act of 1987, and the Illinois Controlled Substances Act to make related changes.

Amends the House Rules. Provides that the Rules Committee shall refer bills to a standing or special committee within 3 legislative days in both odd-numbered and even-numbered years. Provides that a committee must consider a legislative measure that has at least 16 co-sponsors and make a report to the House.
