Amends the Illinois Pension Code. Provides that the provisions concerning Qualified Illinois Domestic Relations Orders (QILDROs) are repealed 2 years after the effective date. Creates the Qualified Illinois Domestic Relations Orders Task Force to study and make recommendations on proposed changes to the QILDRO system contained in the Code to increase the equitable treatment of all persons affected by the system. Requires the Task Force to submit their findings and recommendations to the General Assembly and the Governor within 18 months after the effective date. Effective immediately.

Amends the Unemployment Insurance Act. Provides that if, after a layoff, an employer notifies an individual by letter of the employer's recall of the individual for suitable work, and the employee fails to respond within a reasonable time to the recall notice, the individual shall be deemed to have failed, without good cause, to have accepted suitable work for purposes of this Section. Provides that the fact that an individual did not receive the recall letter because the individual changed his or her address is not a defense if the individual did not notify the employer of the address change. Effective immediately.
Amends the Illinois Finance Authority Act if and only if House Bill 5618 of the 95th General Assembly, as amended by Senate Amendments 1, 3, and 4, becomes law and takes effect. Provides that certain zip codes shall be included in the Urban Revitalization Program.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Amends the Criminal Code of 1961. Creates the offense of negligent vehicular homicide, a Class A misdemeanor. Provides that a person commits the offense if the person's negligent operation of a motor vehicle is a proximate cause of the death of another person. Provides that a person acts negligently within the meaning of the provision if he or she fails to be aware of a substantial and unjustifiable risk of death or injury to others, and that failure constitutes a substantial deviation from the standard of care which a reasonable person would exercise under the circumstances then prevailing. Provides that the finder of fact may consider statutes and ordinances regulating the defendant's conduct in determining whether he or she was culpably negligent.
Amends the Illinois Vehicle Code. Provides that beginning on September 15, and through November 30, of each calendar year, State Police officers may not use portable scales to weigh vehicles transporting commodities or goods of production agriculture on non-interstate highways. Effective immediately.
Amends the Illinois Vehicle Code. Provides that certain large vehicles have access from any designated (rather than any State designated) highway onto any highway for the necessary distance (rather than for 5 highway miles) for purposes of loading or unloading. Provides that these vehicles have access from any designated (rather than any State designated) highway onto any State, county, or township highway for the necessary distance (rather than for 5 highway miles) for the purpose of food, fuel, repairs, and rest.
Amends the Counties Code and the Illinois Municipal Code. Provides that a special use permit may not be granted for a term of more than 5 years. Provides that special use permits granted before the effective date of the amendatory Act expire 5 years after that effective date. Denies home rule powers. Effective immediately.
Amends the Township Code. Provides that any township may enter into a long-term energy contract, even if the length of the contract exceeds the term of office of the corporate authorities that approved the contract.
Creates the Road Fund Transfer Procedures Act. Provides that a bill transferring moneys, during the 2008 and 2009 fiscal years, from the Road Fund to the General Revenue Fund or any other fund in the State treasury may not be considered for final passage by either the House of Representatives or the Senate unless that chamber first adopts, by a record vote of at least two-thirds of the members elected, a motion to consider that bill. Amends the State Finance Act. Exempts the Road Fund from the Act's administrative charge-back provisions for 2005 and thereafter (now 2005-2007). Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that in fiscal years 2008 and 2009, each month the Department of Revenue shall pay into the Road Fund 35% of the net revenue realized for the preceding month from the 6.25% rate on the selling price of motor fuel and gasohol.
