Creates the Wind Farm State Property Lease Act. Authorizes the State to lease State-owned property for the use of wind farms or electric-generating wind devices, including all associated transmission lines, substations, and other equipment related to the generation of electricity from wind energy devices, provided that the wind farm and electric-generating wind devices comply with any requirements the applicable county or municipality has established under the Counties Code or Illinois Municipal Code.

Amends the Property Tax Code. Creates an abatement for property that (i) is used exclusively for commercial or industrial purposes and (ii) has been rebuilt following a natural disaster occurring in taxable year 2013 or any taxable year thereafter. Effective immediately.
Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Regulatory Sunset Act. Extends the repeal of the Medical Practice Act of 1987 from December 31, 2013 to December 31, 2023. Amends the Medical Practice Act of 1987. Provides that a completed initial license application and a completed initial license application by endorsement that has been submitted to the Department of Financial and Professional Regulation shall be processed by the Department within 45 calendar days after receipt. Makes changes to the various fees for the renewal of a license for a resident of Illinois and nonresidents. Provides that an individual who has a 3-year temporary license and applies for an initial license shall pay the fee for a renewal of a license instead of applying for an initial license under certain provisions of the Act. Provides that the State Comptroller shall order and the State Treasurer shall transfer $9,600,000 from the General Revenue Fund to the Illinois State Medical Disciplinary Fund. Effective immediately.
Amends the Charitable Games Act. Removes provisions providing for the regulation of poker runs as charitable games events. Effective immediately.
Amends the Criminal Code of 2012. Exempts from an eavesdropping violation recordings made simultaneously with the use of an in-car video camera or officer-worn video camera recording of an oral conversation between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer whenever (i) an officer is conducting an enforcement stop; or (ii) patrol vehicle emergency lights are activated or would otherwise be activated if not for the need to conceal the presence of law enforcement.
Designates the Stony Creek Bridge on U.S. Route 150 as the "Stony Creek Bridge - Honoring State Rep. William B. Black" in honor of former State Representative Black and his work in renovating the Stony Creek Bridge.
Amends the State Universities Article of the Illinois Pension Code. In the money-purchase formula of Rule 2, as amended by Public Act 98-599, bases the minimum money purchase amount on the annuity that would have been payable if the participant had retired on June 30, 2014 (rather than during the fiscal year preceding the effective date of P.A. 98-599). Includes a nonacceleration provision. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the governing body of a taxing district that is affected by a tornado disaster may by ordinance suspend the applicability of the Property Tax Extension Limitation Law to that taxing district for a period of not more than 5 years after the tornado disaster occurs. Provides that, for the first levy year after the expiration of the suspension period, the district's aggregate extension base shall be the greater of (i) the district's aggregate extension in the previous levy year, subject to certain adjustments, or (ii) the district's aggregate extension for the levy year in which the natural disaster occurred, subject to those same adjustments. Effective immediately.
Designates the rest areas on Interstate 72 East and 72 West at Milepost 152, between Decatur and Champaign, as the "Sgt. Myron G. Deckard Memorial Rest Area".
