Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Illinois Horse Racing Act of 1975. In provisions concerning racing of standardbred horses, provides that sufficient competition is defined as competition between 5 or more horses. Effective immediately.
Urges the Governor to implement a regional HMO under the new Medicare Advantage Plan.
Amends the Use Tax Act, the Service Use Tax Act, and the Retailers' Occupation Tax Act. Provides that, with respect to sales of cellular telephones and other wireless cellular devices, the terms "selling price" and "gross receipts" do not include consideration paid by a third-party cellular service provider. Effective immediately.
Amends the Criminal Code of 2012. Exempts from an eavesdropping violation recordings made simultaneously with the use of an officer-worn video camera recording of an oral conversation between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer whenever (i) an officer assigned a patrol vehicle is conducting an enforcement stop; or (ii) patrol vehicle emergency lights are activated or would otherwise be activated if not for the need to conceal the presence of law enforcement. Also exempts from an eavesdropping violation recordings made simultaneously with the use of an officer-worn video camera recording of an oral conversation between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer, whenever the officer has reasonable suspicion that a person in the vicinity has committed, is committing, or is about to commit an offense.
