U OF I POLICE TRAINING INST

Amends the Illinois Police Training Act and the Police Training Institute Act. Provides that the Police Training Institute at the University of Illinois shall meet and exceed all standards established by the Illinois Law Enforcement Training Standards Board. Provides that the certification that such standards have been met and exceeded shall be made by the Vice Chancellor for Academic Affairs at the University of Illinois at Urbana-Champaign. Provides that an annual sum sufficient to reimburse the University of Illinois for one half of the cost of training recruits in the previous year shall be appropriated from the Traffic and Criminal Conviction Surcharge Fund to the Board of Trustees of the University of Illinois for the purpose of carrying out the provisions of the Police Training Institute Act. Effective immediately.

SENIORS PHARMA ASSISTNC RELIEF

Creates the Seniors Pharmaceutical Assistance Relief Program Act. Provides that it is the purpose of this Act to ensure that the State's senior population has access to affordable prescription drugs. Requires the Department of Healthcare and Family Services, beginning July 1, 2012, to establish and administer a Seniors Pharmaceutical Assistance Relief Program with the cooperation of local area agencies on aging. Contains provisions concerning eligibility standards; application standards; and rulemaking. Effective July 1, 2012.

HOMEOWNR ASSN-ELECTRIC VEHICLE

Creates the Homeowners' Electric Vehicle Act. Provides that: the Act applies only to electric vehicle charging systems at homes or in common areas; a homeowners' association, property owners' association, or condominium unit owners' association must adopt an electric vehicle charging policy regarding the location, design, and architectural requirements of electric vehicle charging systems within 120 days after the association receives a request for a policy or an application from an association member; and an application for approval, if required, must be acted upon within 90 days after the time of application or, if a policy is not then in place, then 90 days after the policy is adopted. Provides that an entity, other than a public entity, that willfully violates the Act is liable for damages, but an entity that complies with the Act is not liable to any other resident or third party. Provides that the prevailing party in an action under the Act is entitled to attorney's fees and costs.

GOVT-SURVEILLANCE CAMERA

Amends the Illinois Criminal Justice Information Act. Requires that the Illinois Criminal Justice Information Authority create a form for agencies to list the number of cameras that are owned by the agency, under the direct control of the agency, or owned by private entities and under contract for access by the agency and to post that form on its official Internet website. Provides that the Illinois Criminal Justice Information Authority must post on its website a list of agencies that own or directly control a camera or have access to privately owned cameras, the number of cameras that each agency owns or directly controls, and the number of cameras owned by private entities under contract for access by an agency. Requires that an agency submit to the Illinois Criminal Justice Information Authority a copy of any policies adopted by the agency that address camera use by the agency. Provides that the camera use policies must be posted on the Illinois Criminal Justice Information Authority's website. Defines "camera" and "agency".

Amends the General Not For Profit Corporation Act of 1986. Provides that an officer or director of a corporation organized under the Act that receives any State funds may not knowingly hire, or seek to influence the employment or promotion of, a relative for a compensated position within the corporation. Defines "relative" to include a father, mother, son, daughter, brother, sister, uncle, aunt, great uncle, great aunt, first cousin, nephew, niece, husband, wife, grandfather, grandmother, grandson, granddaughter, father-in-law, mother-in-law, son-in-law, daughter-in-law, grandfather-in-law, grandmother-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half brother, half sister, fiance, fiancee, and the mother, father, grandfather, or grandmother of a fiance or fiancee. Effective July 1, 2012.
