Amends the Illinois Vehicle Code. Provides that the Secretary of State, upon receipt of an application for certificate of title and the required fee, shall issue a certificate of title to any applicant who shows the following: (1) the current title holder has or has been deemed to have consented to the transfer of title; (2) the applicant has conducted a title search for the vehicle and no other owners or lienholders exist; and (3) the applicant has provided 30 days notice via certified mail to the last known address of all interested parties. Provides that consent to the transference of title under the new provision is deemed to have been given when the applicant for a certificate of title presents (A) a signed work order; or (B) a signed statement affirming that the vehicle has remained on the property of the applicant for more than 15 days after the fulfillment of the purpose for which the vehicle was originally left on the property. Effective January 1, 2012.
Determines that (i) the Police Training Institute should remain open and its funding should not be diverted to create a new academy, (ii) the Illinois Law Enforcement Training Standards Board should abide by the laws that created the Police Training Institute and the Illinois Law Enforcement Training Standards Board and not create new powers for itself without legislative authority, and (iii) no new police training academies should be created until the level of enrollment and the condition of State finances would make this academically reasonable and financially feasible.
Amends the Illinois Water Well Construction Code. Requires the Illinois Department of Public Health, by January 1, 2012, to (i) establish standards for the certification and licensing of individuals and contractors constructing and modifying closed loop wells and (ii) issue permits for the construction and modification of closed loop wells. Effective immediately.
Amends the Liquor Control Act of 1934. Provides that no alcoholic liquor that combines alcohol with caffeine, guarana, or other similar substances that are commonly referred to as "caffeinated alcohol beverages" may be imported into the State or produced, manufactured, distributed, sold, or offered for sale in this State by a licensee under the Act. Makes other changes.
Amends the Income Support Withholding Act. Provides that the Department of Healthcare and Family Services or Human Services shall provide to licensees under the Illinois Horse Racing Act of 1975 or the Riverboat Gambling Act information concerning all individuals who are delinquent in child support by granting them access to the State Case Registry established under the Illinois Public Aid Code. Provides that the information made available to the licensees is limited to identifying information and the amount of delinquency. Provides that if a licensee is to pay cash winnings to a person in the amount of $1,000 or more, the licensee: may deduct an administrative fee from the winnings; shall withhold the amount of delinquent child support owed from the cash winnings; and transmit the amount withheld to the Department of Healthcare and Family Services. Provides that the Department shall notify the obligor that it intends to offset the obligor's delinquent child support with the cash winnings, but that the Department will not do so for 10 business days. Provides that the delinquent child support withheld and the administrative fee have priority over any claim on cash winnings, except claims for federal or State taxes. Provides that the Department and the Illinois Gaming Board shall adopt rules to administer these provisions. Provides that a licensee is immune from civil or criminal liability when complying with these provisions or the rules adopted concerning these provisions.
Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.
Amends the State Finance Act. Provides that conservation practice cost-share grants from the Partners for Conservation Fund may be made to livestock operations for water quality protection and improvement. Authorizes moneys in the Fund also to be used to partner with conservation land trusts in order to integrate State and federal programs with Illinois' natural resource protection and restoration efforts and to meet requirements to obtain federal and other funds for conservation or protection of natural resources. Also makes technical changes. Effective July 1, 2011.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to reimburse the practice of telemedicine by medical services providers, including, but not limited to, physicians, advanced practice nurses, federally qualified health centers, or psychiatrists. Further provides that the Department shall establish (i) criteria for the services to be reimbursed and (ii) a method to reimburse providers for services provided by telemedicine.
