Amends the Illinois Income Tax Act. Provides that, for tax years ending after December 31, 2005, the amount of the income tax credit for residential real property taxes is: (1) 100% of the real property taxes paid by the taxpayer to a school district during the tax year; plus (2) 5% of real property taxes paid by the taxpayer to a taxing body other than a school district during the tax year. Exempts the credit from the Act's sunset provisions. Effective immediately.

Amends the Pharmacy Practice Act of 1987. Makes a technical change in a Section concerning licensure without examination.
Amends the Boat Registration and Safety Act. Provides that a person may not operate a motorboat that has in tow or is otherwise assisting a person on water skis, an aquaplane, or a similar contrivance in or upon any waterway, unless (i) there is in the motor boat a person, in addition to the operator, in a position to observe the progress of the person being towed or (ii) the operator is at least 25 years of age and the motor boat is equipped with a ski mirror approved by the Department of Natural Resources. Provides that the Director of Natural Resources must adopt rules for implementing the mirror requirement.
Recognizes the 100th anniversary of the Home Telephone Co. of St. Jacob.

Amends the Toll Highway Act. Makes a technical change in a definitions Section.
Amends the Unified Code of Corrections. Provides that if a facility of the Department of Corrections maintains a commissary or commissaries serving employees of the Department, the selling price for all goods shall be sufficient to cover the costs of the goods and an additional charge of from 3% to 10%. Effective immediately.
Amends the Attorney General Act. Makes a technical change in the Section concerning the short title of the Act.
Amends the Illinois Human Rights Act. Provides that discrimination against a person because of the person's veteran status (status as a person who served on active duty as a member of the armed forces of the United States, a reserve component of the armed forces of the United States, or the Illinois Army National Guard or Illinois Air National Guard and who was discharged with other than a dishonorable discharge) constitutes unlawful discrimination under the Act. Effective immediately.
Proposes to amend the Legislature Article of the Illinois Constitution. Requires that Legislative and Representative Districts be substantially equal in population of citizens (now, substantially equal in population). Effective with the 2011 redistricting.
