HOME SRVCS AGENCY-LICENSE FEE

Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act. Provides that the Department of Public Health may not charge any fee to a certified local health department in connection with the licensure of a home services agency or home nursing agency. Effective immediately.

ST ETHICS-INSPECTOR REPORTS

Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances.

HFS-PROSTATE/TESTICULAR CANCER

Amends the Illinois Public Aid Code. Subject to appropriation, provides for Medicaid eligibility for uninsured persons who are not otherwise eligible for medical assistance who have been certified and referred by the Department of Public Health as having been screened and found to need diagnostic evaluation or treatment, or both, for prostate or testicular cancer. Provides for eligibility for so long as the person needs treatment for the cancer. Provides that a person shall be considered to need treatment if, in the opinion of the person's treating physician, the person requires therapy directed toward cure or palliation of prostate or testicular cancer, including recurrent metastatic cancer that is a known or presumed complication of prostate or testicular cancer and complications resulting from the treatment modalities themselves; provides that persons who require only routine monitoring services are not considered to need treatment. Provides that the Department of Healthcare and Family Services (i) does not have a claim against the estate of a deceased recipient of services under these provisions and (ii) does not have a lien against any homestead property or other legal or equitable real property interest owned by a recipient of services under these provisions.

CIRCUIT BREAKR-APPLICATION-FEE

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that a person may not under any circumstances charge a fee to a claimant for assistance in completing an application form for a property tax relief grant or pharmaceutical assistance under the Act. Effective immediately.

SCH CD-EARLY CHILDHOOD ED GRNT

Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2015, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2009.

UNEMPLOY INS-DISCLOSE ADDRESS

Amends provisions of the Unemployment Insurance Act requiring the Director of Employment Security to make available to the Department of State Police, upon request, information concerning the place of employment or former places of employment of a person who is required to register as a sex offender under the Sex Offender Registration Act. Expands those provisions to include disclosure of the current address of a person required to register as a sex offender, and to require disclosure of the information to a county sheriff's office or a municipal police department. Effective immediately.

Amends the Flag Display Act. Provides that no State institution or agency may purchase any American flags except those manufactured in the Unites State of America. Effective immediately.

EDUC-DISABILITY HISTORY/AWARE

Amends the School Code and various Acts relating to the governance of public universities in Illinois. Requires the State Board of Education to promote an annual campaign about disability history and awareness in this State. Requires a school district to provide instruction on disability history, people with disabilities, and the disability rights movement. Requires the regional superintendent of schools to monitor a school district's compliance. Allows each public university to conduct and promote activities that provide education on, awareness of, and an understanding of disability history, people with disabilities, and the disability rights movement.

CRIM CD-USE STOLEN FIREARMS

Amends the Criminal Code of 1961. Provides that a person who sells or gives any firearm to any person who has been convicted of a felony under the laws of this State or any other jurisdiction is guilty of a Class 3 (rather than a Class 4) felony. Creates the offense of use of a stolen firearm in the commission of an offense. Provides that a person commits the offense when he or she knowingly uses a stolen firearm in the commission of any offense and the person knows that the firearm was stolen. Provides that a violation is a Class 2 felony.

PROP TX-SENIOR FREEZE-INCOME

Amends the Senior Citizens Real Estate Tax Deferral Act. Increases the income limitation under the Act to $55,000 (instead of $50,000) beginning in 2009. Amends the Property Tax Code. Provides that the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption is the income limitation set forth in the Senior Citizens Real Estate Tax Deferral Act. Effective immediately.
