Amends the Illinois Public Aid Code. Makes technical changes in a Section concerning definitions with respect to developmentally disabled care provider funding.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Beginning on January 1, 2004, exempts from the tax imposed by these Acts modular, pre-fabricated, metal, storage, and other structures used for agricultural purposes, including, but not limited to, pole barns used for storing agricultural inputs and equipment, bins used for storing agricultural products, and sheds used for protecting livestock. Provides that the purchaser must certify that the structure will be used for agricultural purposes. Provides that the sunset requirements of the Acts do not apply to the exemptions. Effective January 1, 2004.
Amends the Higher Education Student Assistance Act. Provides that any person who has served at least 3 years as (i) an active volunteer, paid on-call, or full-time firefighter with a fire department in a municipality with a population of less than 10,000 or (ii) an EMS provider with an EMS System located in whole or in part in a municipality with a population of less than 10,000 shall be awarded a grant to the State-controlled university or community college of his or her choice consisting of exemption from tuition and fees for not more than the equivalent of 4 years of full-time enrollment while he or she serves as an active volunteer, paid on-call, or full-time firefighter with that fire department or while he or she serves as an EMS provider with that EMS System. Allows the Illinois Student Assistance Commission to reimburse higher education institutions for the grants, subject to appropriation. Effective July 1, 2003.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
Amends the Illinois Insurance Code in relation to commercial liability insurance. Provides only a Section caption.
Amends the Senior Citizens Assessment Freeze Homestead Exemption provisions in the Property Tax Code. Increases the ceiling for household income eligibility, for taxable years 2004 and thereafter, from $40,000 per year to $45,000 per year. Amends the Senior Citizens Assessment Freeze Homestead Exemption provisions and the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Honors the 85th anniversary of the Steamer Columbia Boat Sinking in Peoria and declares July 5, 2003 be set aside as a solemn day of remembrance for those who perished aboard the Steamer Columbia.
Amends the Unified Code of Corrections. Provides that as a condition of probation, conditional discharge, parole, or mandatory supervised release, a sex offender may not participate in a holiday event involving children under 18 years of age, such as distributing candy or other items to children on Halloween, wearing a Santa Claus costume on or preceding Christmas, being employed as a department store Santa Claus, or wearing an Easter Bunny costume on or preceding Easter. Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a law enforcement agency having jurisdiction may provide to the public a special alert list warning parents to be aware that sex offenders may attempt to contact children during holidays involving children, such as Halloween, Christmas, and Easter and to inform parents that information containing the names and addresses of registered sex offenders are accessible on the Internet by means of a hyperlink labeled "Sex Offender Information" on the Department of State Police's World Wide Web home page and are available for public inspection at the agency's headquarters. Effective immediately.
Amends the Unified Code of Corrections. Provides that if a person who has been committed to the Department of Corrections has been ordered by a court of competent jurisdiction or an administrative tribunal to make periodic payments of child support, the Department shall take appropriate steps to encourage the committed person to make those payments as they become due and to satisfy any outstanding child support arrearage. Effective immediately.
Creates the Employ Illinois Job Renewal Act. Requires the Department of Commerce and Economic Opportunity to develop application procedures to certify certain areas in the State as Job Renewal Zones or Agricultural Renewal Zones. Sets forth the qualifications for certification as a Job Renewal Zone or Agricultural Renewal Zone. Sets forth tax incentives for businesses located inside Job Renewal Zones or Agricultural Renewal Zones. Requires the Department to certify all Job Renewal Zones and Agriculture Renewal Zones by July 1, 2007 and provides that all zones expire on June 30, 2019. Requires the Department to report to the General Assembly and Governor no later than January 1, 2018 concerning the zone program. Effective immediately.
