Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Requires that the Department, with the advice of the Illinois Workforce Investment Board, develop and implement a pilot program to encourage partnerships among Workforce Investment Centers, Centers for Independent Living, and disability service providers to develop innovative recruitment and retention initiatives for personal assistants and direct care workers who work with persons with disabilities. Effective immediately.

Appropriates $30,000,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for the Industrial Training Program. Effective July 1, 2003.
Directs the Department of Transportation to convey the rest stop area in the Village of Spaulding along Illinois Route 54 to the Village for $1, to be used by the Village only for public purposes. Effective immediately.
Amends the Illinois Insurance Code. Provides that policies of commercial liability insurance that provide coverage for additional insureds must also provide that the additional insured may invoke the coverage only when liability of the additional insured arises or is alleged to arise out of the acts or omissions of the named insured.
Amends the Illinois Workforce Investment Board Act. Provides that at least one member of the Board be a representative of individuals or organizations that represent or advocate on behalf of persons with disabilities in the workforce.
Amends various Acts relating to the governance of the public universities in Illinois and amends the Public Community College Act. Prohibits a university or community college from selling a student's name, address, or telephone number to a business organization or financial institution that issues credit or debit cards. Effective immediately.
Amends the Mortgage Act. Removes references to the Mortgage Certificate of Release Act. Repeals the Mortgage Certificate of Release Act. Effective immediately.
Amends the Illinois Farm Development Act. In provisions authorizing the Illinois Farm Development Authority to issue State Guarantees for farmers' existing debt, provides that the State Guarantees shall not exceed $1,000,000 (now $500,000) per farmer. Effective immediately.
Amends the Election Code. Makes technical changes in a Section concerning expenses of conducting a primary election.
Appropriates $2,527,500 from the General Revenue Fund to the State Board of Education for district consolidation costs and supplemental payments to school districts. Effective immediately.
