Amends the State Budget Law of the Civil Administrative Code of Illinois and the Commission on Government Forecasting and Accountability Act. Prohibits the Governor's proposed expenditures for a fiscal year, and the General Assembly's appropriations therefor, from exceeding the available revenue estimated by the Commission on Government Forecasting and Accountability (now, may not exceed revenues estimated to be available). Requires that the Commission estimate the revenues available for the next fiscal year's appropriation by each February 1 (now, at the convening of each regular General Assembly session) and revise the estimate by each May 1 (now, by the third Wednesday in each March). Eliminates the requirement that the General Assembly adopt the estimates by joint resolution. Requires that the Commission revise its estimate of revenues available for each current fiscal year's appropriation by October 1, February 1, and May 1, and prohibits supplemental appropriations in excess of the most recent estimate. Effective immediately.

Amends "An Act concerning appropriations", Public Act 95-731. Restores certain appropriations to the Department of Natural Resources that were reduced or vetoed by the Governor. Increases certain appropriations to the Department of Natural Resources. Effective immediately.
Creates the Illinois Healthfare Program Act. Contains only a short title provision.
Amends the State Property Control Act. Provides that each State-owned aircraft not designated for emergency use is surplus property and must be sold by whatever method will be most profitable to the State, which may include a widely used global Internet auction site (now, a transferable airplane may be disposed of only if (i) it is no longer needed, (ii) it will not be used as a trade-in, and (iii) a public university or college offering aviation-related instruction or training has not listed its need for an airplane). Requires that the sale proceeds be deposited into the State Parks Fund and used for State park improvements. Effective immediately.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that if appropriations for the entire upcoming State fiscal year have not been made, by law, by May 31 immediately preceding that fiscal year, then all airplanes owned or leased by the State of Illinois are grounded, for the purposes of providing air transportation for the Governor and the legislative leaders, until those appropriations have been made, by law. This prohibition does not apply in emergency situations. Effective immediately.
Amends the Lobbyist Registration Act. Prohibits a person from registering as a lobbyist or acting in a manner that requires registration if the person's service as a State executive branch constitutional officer or General Assembly member has concluded less than 24 months earlier.
Amends the Illinois Public Aid Code. Provides that in an effort to control the epidemic of childhood obesity, the Secretary of Human Services may seek a waiver from the United States Department of Agriculture to allow the State to specify certain foods that may and may not be purchased in Illinois with the benefits funded by the federal Food Stamp Program. Requires the Secretary to consult with members of the General Assembly in developing the waiver and to obtain approval from the General Assembly before implementing the waiver.
Creates the Amniotic Stem Cell Research Act. Authorizes the State, units of local government, school districts, and community college districts to use or allow the use of public funds, property, or credit for stem-cell research. Defines "stem-cell research" as research involving the derivation and use of amniotic stem cells from any source, excluding somatic cell nuclear transplantation. Preempts home rule powers.
Amends the Wildlife Code. Changes the definition of "handicapped persons" to include those persons who have a temporary or permanent physical impairment (instead of "permanent physical impairment") due to injury or disease, congenital or acquired, which renders them so severely disabled as to be unable to use a conventional bow and arrow device. Effective immediately.
Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for a felony, when the court has made and entered a finding that the conduct leading to conviction for the offense was committed in furtherance of gang-related activity, shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment.
