Amends the Criminal Code of 1961 to increase the minimum penalties for unauthorized video recording and unauthorized live transmission of another person without that person's consent from a Class A misdemeanor to a Class 4 felony. Effective immediately.

Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the State Finance Act. Requires the Department of State Police to establish and maintain a violence-prevention program to be known as Operation Safe Streets. Provides that, under the program, the Department shall take applications from communities in the State located outside of Cook County that wish to participate. Sets forth the required components of the program. Creates the Safe Streets Fund as a special fund in the State treasury.
Amends the Environmental Protection Act. Provides that any municipal solid waste landfill that, on or after October 1, 2007, has applied for a permit from the United States Environmental Protection Agency to accept wastes with a concentration of greater than 50 parts per million of polychlorinated biphenyls, as provided under the federal Toxic Substances Control Act, must also seek and obtain consent from the applicable county or municipality before accepting that waste. That consent may not be granted unless approved by referendum. Effective immediately.
Amends the Criminal Code of 1961. Provides that a burglary committed in a facility that stores the necessities of life such as food, clothing, or other tangibles for free distribution to economically disadvantaged persons is a Class 1 (rather than a Class 2) felony. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Capital Development Board for FY08 capital projects. Effective July 1, 2007.
Amends the Employee Classification Act. Provides that the term "employee" does not include an individual who performs services as an operator of a truck, truck tractor, or tractor who meets certain conditions. Provides that an employer or entity that violates any of the provisions of the Act or any rule adopted under the Act shall be subject to a civil penalty not to exceed $1,000 (rather than $1,500) for each violation found in the first audit by the Department of Labor. Eliminates provision that in any civil action brought by an interested party for violation of the Act, the circuit court shall award the interested party 10% of the amount recovered. Provides that a prevailing party in any action for violation of the Act is entitled to recover attorney's fees and court costs from the losing party. Repeals provision that whenever it appears that any employer or entity has violated a valid order of the Department issued under the Act, the Director of Labor may commence an action and obtain from the court an order commanding the employer or entity to obey the order of the Department or be adjudged guilty of contempt of court and punished accordingly. Amends various Acts relating to the sharing of information by the Department of Labor, the Department of Employment Security, the Department of Revenue, the Office of the State Comptroller, and the Illinois Workers' Compensation Commission concerning any (instead of suspected misclassification) by an employer or entity of one or more of its employees as independent contractors. Effective immediately.
Amends the Department of Veterans Affairs Act. Requires the Department to create and operate a veterans' home at the Lincoln Developmental Center for veterans with Alzheimer's disease. Effective immediately.
Amends the Illinois Municipal Code. Provides that, for the purposes of the Home Rule Municipal Retailers' Occupation Tax Act, if a motor-fuel distributor makes a retail sale of motor fuel or any other petroleum product, then that sale is deemed to have occurred at the location at which the motor fuel or petroleum product is delivered to the consumer. Effective immediately.
Urges the Department of Transportation to study the feasibility of providing Amtrak passenger rail service to Decatur.
