PEN CD-DOWNST TEACHER-SHORTAGE

Amends the Downstate Teacher Article of the Illinois Pension Code. In the provision defining "eligible employment" for the purpose of allowing a teacher to return to teaching in subject shortage areas without impairing his or her retirement status or retirement annuity, changes the ending date of the employment from no later than June 30, 2013 to no later than June 30, 2020. Provides that any benefit increase that results from the amendatory Act is excluded from the definition of "new benefit increase". Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

GA SALARY CUT-BILL BACKLOG

Amends the General Assembly Compensation Act. Provides that beginning in Fiscal Year 2016, if the State has not cut the backlog of unpaid bills by 10% by the end of the fiscal year, salaries of the members of the General Assembly shall be cut by 10% for the following fiscal year. Further provides that the percentage by which the backlog of unpaid bills has decreased or increased at the end of the fiscal year shall be certified by the State Comptroller. Effective immediately.

ROOFING ACT-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal date of the Illinois Roofing Industry Licensing Act from January 1, 2016 to January 1, 2026. Amends the Illinois Roofing Industry Licensing Act. Makes changes in provisions concerning: definitions, application procedures, inactive licenses, qualifying parties, fees, grounds for discipline, disciplinary procedures, surrender of licenses, suspension of licenses, the Roofing Advisory Board, and home rule. Authorizes the Department of Financial and Professional Regulation to compel physical or mental evaluations of licensees when necessary to ensure compliance with the Act. Adds provisions concerning confidentiality of investigative information and the issuance of citations. Makes other changes. Effective immediately.

SERVICE ANIMAL TRAINERS

Amends The Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Requires the Department to establish an optional license for service animal trainers and a registry for all service animals in the State that is searchable online for the public. Effective immediately.

VEH CD-DRIVERS ED EXEMPTION

Amends the Illinois Vehicle Code. Exempts persons who have served in the United States Armed Forces from the requirement that persons at least 18 years of age but less than 21 years of age successfully complete an adult driver's education course in order to receive, renew, or retain a driver's license or permit.

Amends the Civil Administrative Code of Illinois (State Budget Law) to repeal a Section concerning funding for salaries of General Assembly members, judges, and legislative operations. Effective immediately.

STATE PROPERTY DISPOSAL AGENCY

Creates the State Property Disposal Agency Law within the Civil Administrative Code of Illinois. Creates the State Property Disposal Agency. Provides that the Agency shall be responsible for the disposal of surplus real property under the State Property Control Act. Amends the General Provisions and Departments of State Government Articles of the Civil Administrative Code of Illinois to make conforming changes. Amends the State Property Control Act. Changes the definition of "surplus real property" to include property that is determined by the head of the State agency to no longer be required for the State agency's needs and responsibilities (instead of property that is vacant, unoccupied, or unused and having no foreseeable use by the owning agency). Makes changes concerning the disposition of surplus State property. Provides that, with regard to surplus real estate, "administrator" includes the Director of State Property Disposal.

FIREARM OWNERS ID-PREEMPTION

Amends the Firearm Owners Identification Card Act. Provides that if a municipality enacts an ordinance in violation of preemption provisions of the Act, the municipality is liable for damages to the prevailing party in a civil action brought against the municipality or an officer or employee of the municipality for infringing upon the rights of the prevailing party for enforcing the ordinance enacted in violation of the preemption provisions. Amends the Local Governmental and Governmental Employees Tort Immunity Act to make conforming changes. Effective immediately.
