MEDICAL PRACTICE ACT-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Medical Practice Act of 1987 from December 31, 2016 to December 31, 2026. Amends the Medical Practice Act of 1987. Removes the requirement that the Department of Financial and Professional Regulation mail to each licensee a renewal notice at least 60 days in advance of the expiration of his or her license. Effective immediately.

POL CONTRIBUTION LIMITS

Amends the Election Code. Removes a provision that provides that the State Board of Elections shall adjust the amounts of the contribution limits for inflation.

CRIM CD-GROOMING-IN PERSON

Amends the Criminal Code of 2012. Provides that a person commits grooming when he or she knowingly, in person or by use of a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission, seduces, solicits, lures, or entices, or attempts to seduce, solicit, lure, or entice, a child, a child's guardian, or another person believed by the person to be a child or a child's guardian, to commit a sex offense as defined in the Sex Offender Registration Act, distribute photographs depicting the sex organs of the child, or otherwise engage in unlawful sexual conduct with a child or with another person believed by the person to be a child.

PROPERTY CONTROL-STATE POLICE

Amends the State Property Control Act. Provides that any State Police Officer, with the approval of the administrator, may purchase upon retirement, by reason of length of service or disability, the service pistol and badge carried by that State Police Officer immediately prior to retirement. Requires that the purchase price for the service pistol and badge shall be equal to the replacement cost thereof. Effective immediately.

IFA-AG GUARANTEE-RAISE LIMIT

Amends the Illinois Finance Authority Act. In Sections concerning State guarantees for loans to farmers, provides that the total amount of the guarantees shall not exceed $2,000,000 per farmer (instead of $500,000). Provides that guarantees may be made if the farmer's net worth does not exceed $2,000,000 (instead of $500,000). In a Section concerning guarantees for existing debt, provides that the Illinois Agricultural Loan Guarantee Fund shall guarantee receipt of payment of 90% (instead of 85%) of the principal and interest owed on the State Guarantee Loan by the farmer to the guarantee holder. Effective immediately.

PROFESSIONAL CORPORATIONS

Amends the Clinical Psychologist Licensing Act, the Clinical Social Work and Social Work Practice Act, the Marriage and Family Therapy Licensing Act, and the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act. Adds limited liability companies to the types of entities that may be granted licenses to provide services under the Acts. Adds provisions to the Acts regarding confidentiality of information collected by the Department of Financial and Professional Regulation in the course of examinations and investigations under the Acts. Amends the Sex Offender Evaluation and Treatment Provider Act. Provides that no corporation shall provide, attempt to provide, or offer to provide sex offender evaluation services unless it is organized under the Professional Service Corporation Act. Amends the Professional Service Corporation Act. Makes changes to certain defined terms. Provides that a separate application shall be submitted for each business location in Illinois, and if the corporation is using more than one fictitious or assumed name and has an address different from that of the parent company, a separate application shall be submitted for each fictitious or assumed name. Makes changes concerning disciplinary grounds under the Act. Adds provisions concerning notices of violation and confidentiality. Amends the Medical Corporation Act. Provides that a separate application shall be submitted for each business location in Illinois, and if the corporation is using more than one fictitious or assumed name and has an address different from that of the parent company, a separate application shall be submitted for each fictitious or assumed name. Makes changes concerning disciplinary grounds under the Act, notice of hearing, proceedings for judicial review, and shareholders of a medical corporation. Makes other changes.

PEN CD-DOWNST TEACHER-SHORTAGE

Amends the Downstate Teacher Article of the Illinois Pension Code. In the provision defining "eligible employment" for the purpose of allowing a teacher to return to teaching in subject shortage areas without impairing his or her retirement status or retirement annuity, changes the ending date of the employment from no later than June 30, 2013 to no later than June 30, 2019. Provides that any benefit increase that results from the amendatory Act is excluded from the definition of "new benefit increase". Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
