Amends the Criminal Identification Act. Provides that criminal records sealed by the Department of State Police may be disseminated by the Department only to the arresting authority, the State's Attorney, and the court upon a later arrest for the same or similar offense or for the purpose of sentencing for any subsequent felony. Strikes provision that permitted the dissemination to other parties of criminal records sealed as required by law.

Amends the Secretary of State Merit Employment Code. Grants veteran employees 4 (rather than 2) days per year to visit a veterans hospital for examination of a military service connected disability. Effective immediately.
Amends the Illinois Controlled Substances Act and the Methamphetamine Control and Community Protection Act. Provides that a person who, in good faith, seeks or obtains emergency medical assistance for someone experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, a controlled substance analog, or Class 3 felony methamphetamine if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that a person who is experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, or a controlled substance analog, or in the case of methamphetamine Class 3 felony possession if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that the action of seeking or obtaining emergency medical assistance for an overdose may be used as a mitigating factor in a criminal prosecution for Class 3 felony or higher possession, manufacture or delivery of a controlled, counterfeit, or look-alike substance or a controlled substance analog, or in the case of methamphetamine Class 2 felony or higher possession, manufacture or delivery of methamphetamine. Effective immediately.
Amends the Cigarette Tax Act. Makes a technical change in a Section concerning tax stamps.
Amends the State Police Act. Provides that a requirement that a State Police applicant have certain collegiate educational requirements is deemed to be satisfied if the applicant has been honorably discharged and has been awarded an Afghan or Iraqi campaign medal by one of the United States armed forces. Effective immediately.

Amends the Board of Higher Education Act. In a Section concerning the underrepresentation of certain groups in higher education, requires the Board of Higher Education to require all public institutions of higher education to track the status of those students who are the first in their family to attend an institution of higher education. With respect to the Board's annual report to the General Assembly and the Governor, requires the report to include, with respect to each public institution of higher education, the status of those students who are the first in their family to attend an institution of higher education.
Amends the Block Grants for Chicago Article of the School Code. Removes a provision that requires the educational services block grant to include the Bilingual Program. Effective July 1, 2011.
Amends the Lobbyist Registration Act. Makes a technical change in a Section concerning the short title.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall, no later than July 1, 2012, establish a policy to provide independent individualized assessments of individuals with developmental disabilities residing in State-operated facilities who desire, or whose parents or guardians desire, to pursue transfer to an integrated community-based residential setting. Provides that the policy shall include identifying the clinical, habilitative, and social needs of each individual that shall be incorporated into a transition plan. Amends the Community Services Act. Requires the Department of Human Services to conduct a geographic analysis of supports and services for individuals with developmental disabilities or mental illness no later than July 1, 2012. Provides that the analysis shall also identify gaps between required supports and services by region of the State; and that the Department shall prepare a final report by no later than January 1, 2013 that shall be made available to the Governor and the appropriate standing committees in the Senate and the House, and that shall be made available to the public on the Department's website a minimum of one week prior to presentation of the report to the General Assembly. Effective immediately.
