HIGHER ED-ATHLETIC UNIFORMS

Amends various Acts relating to the governance of public universities in Illinois and the Public Community College Act. With respect to students of a public university or community college who participate in an interscholastic, institution-sponsored, or institution-supported athletic activity, provides that if the athletes for a particular athletic activity are required to wear uniform articles of clothing, whether during practice, during competition, or at any other time, the articles of clothing must be manufactured in the United States. Provides that the Board of Higher Education and the Illinois Community College Board may adopt any rules necessary to implement and administer these provisions. Effective immediately.

CD CORR-OFFENDER INITIATIVE

Amends the Unified Code of Corrections. Provides that moneys appropriated to the Department of Human Services shall be used by the Department to contract with counties or qualified programs to reimburse the counties and qualified programs for services delivered under the Offender Initiative Program and the Second Chance Probation Program. Provides that the Department of Human Services shall retain 5% of the appropriation for the costs associated with administering the services provided by the Department. Provides that expenditure of moneys under this provision is subject to audit by the Auditor General. Provides that the Department of Human Services shall report to the General Assembly by January 1, 2016 and by every following January 1 for as long as the services are available, detailing the impact of existing services, the need for continued services, and any recommendations for changes in services or in the reimbursement for services. Effective immediately.

PROOF OF VEHICLE REGISTRATION

Amends the Illinois Vehicle Code. Provides that a person may operate a motor vehicle that has been registered but does not display a current and valid Illinois registration sticker provided that he or she has proof, in the form of a printed receipt from the Secretary, that he or she has registered the vehicle before the previous registration's expiration but has not yet received a new registration sticker from the Secretary. Provides that this printed proof of registration is only valid for 30 days from the expiration of the previous registration sticker's date.

LOCAL GOVT-RECYCLING BINS

Amends the Counties Code and the Illinois Municipal Code. Provides that a household goods recycling bin shall have a permanent, written, printed label affixed to the bin and prominently displayed. Sets forth the required information that must be contained within the label. Defines required terms. Effective immediately.

SCH CD-SCH REPORT CARD-DISCIP

Amends the School Code. As part of the annual school report card, requires every school to provide (i) data on the issuance of out-of-school suspensions, expulsions, and removals to alternative settings, disaggregated by race and ethnicity, gender, age, grade level, limited English proficiency status, length of exclusion, reason for exclusion, and whether alternative educational options were provided; (ii) data on the use of arrests or criminal citations, disaggregated by race and ethnicity, gender, age, grade level, disability status, limited English proficiency status, and alleged criminal offense; and (iii) data on student retention during and between academic years, disaggregated by race and ethnicity, gender, age, grade level, disability status, limited English proficiency status, and the reason for the student's departure. Sets forth requirements and exemptions concerning the data, including requiring the State Board of Education to analyze the data on an annual basis and determine the top quartile of school districts for specified metrics. Requires certain districts identified by the State Board to submit a school discipline improvement plan identifying the strategies it will implement to reduce the use of harsh disciplinary practices or reduce the disproportionality evident in its disciplinary practices; sets forth other requirements.

SMOKE FREE CAMPUS ACT

Creates the Smoke-Free Campus Act. Sets forth the General Assembly's findings. Provides that beginning on July 1, 2014, smoking is prohibited on each campus of a State-supported institution of higher education. Provides that on or before December 31, 2013, each State-supported institution of higher education shall establish a community task force for the purpose of coordinating with community and campus leaders for the implementation of the Act. Provides that the governing board of each State-supported institution of higher education shall implement the Act and shall promulgate all policies and regulations necessary for this purpose, including, but not limited to, disciplinary action, fines, and an appeals process. Effective immediately.

POLICE TRAINING ACT-VETERANS

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in veterans' awareness for law enforcement officers of local government agencies. Provides that the purpose of the program shall be to identify issues relating to veterans and to provide guidelines for appropriate responses to such issues.

HIGHER ED-MAP GRANT-APPLY

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall, twice a year (instead of each year), receive and consider applications for grant assistance. Provides that the first application period for grants for the next academic year shall be open to all eligible students and the second application period shall occur immediately before commencement of the academic year and shall be open only to non-traditional students and traditional students who missed the first application deadline due to unforeseen circumstances, as defined by the Commission. Requires the Commission to apportion grant funds between persons who applied during the first application period and person who applied during the second application period, in such manner as the Commission shall determine. Effective immediately.

VEH CD - DISABLED VET PARKING

Amends the Illinois Vehicle Code. Provides that person with disabilities parking placards or decals that are issued to veterans with a permanent disability shall not require evidence of disability for renewal.
