Amends the Illinois Income Tax Act. Provides that each business that employs 20 or fewer employees during the taxable year is entitled to a credit in an amount equal to (i) 25% of the qualified first-year wages, not to exceed $6,000, paid to each qualified employee who worked at least 120 hours but less than 400 hours during the taxable year, and (ii) 40% of the qualified first-year wages, not to exceed $6,000, paid to each qualified employee who worked at least 400 hours during the taxable year. Provides that the term "qualified employee" means a person who (i) is a member of a targeted group, as defined under the federal Work Opportunity Tax Credit, and (ii) was employed by the taxpayer for a period of exactly 12 consecutive months at any point during the taxable year. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a consumer reporting agency to lower a consumer's credit score solely because of credit inquiries regarding the consumer's credit.
Amends the Retailers' Occupation Tax Act. Provides that the Department of Revenue shall give notice at least 60 days (instead of 120 days) before the expiration date of a certificate of registration if the certificate of registration will not be renewed because the taxpayer is in default for delinquent returns or for moneys due under any State tax law or municipal or county ordinance administered or enforced by the Department of Revenue.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning prisoner records maintained by the Department of Corrections.
Designates the date of October 6, 2014 as West Garfield Park Community Violence and Substance Abuse Prevention Day in the State of Illinois.
Amends the School Code. Makes a technical change in a Section concerning employment.
Amends the Illinois Securities Law of 1953. Provides that the Secretary of State may impose and collect a fee on the transfer of securities and derivative financial instruments. Provides a list of covered transactions and sets the fee rate to be collected by the Secretary.
Amends the Metropolitan Transit Authority Act. Provides that the Board shall create an apprenticeship program through the Authority. Sets forth procedures concerning the application and referral process. Outlines evaluation and feedback procedures.
Amends the Illinois Vehicle Code. Adds autism to the definition of disability.
Amends the Grow Your Own Teacher Education Act. Makes a technical change in a Section concerning the short title.
