Amends the Public Utilities Act. Provides that the term "public utility" does not include the ownership or operation of a facility that distributes primarily propane by pipeline and sells it at retail, except in cases where there is no alternative source of propane reasonably available to the customers being served. Effective immediately.
Amends the Public Utilities Act. Authorizes any gas utility to enter into a long-term contract with any company for synthetic natural gas produced from coal through the gasification process. Provides guidelines for determining if the cost for the synthetic natural gas is reasonable and prudent and recoverable through the purchased gas adjustment clause.
Proclaims the week of September 25 to October 1, 2005 be called Slovak Catholic Sokol Week.
Honors American Indians for their contributions to American heritage. Declares September 1, 2005, and each September 1 thereafter, to be American Indian Day in the State of Illinois.

Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.
Amends the Electrologist Licensing Act. In the qualifications for licensure, provides that, if an applicant for licensure completed a program of study before December 31, 2003, the program may be less than 600 hours if it is approved by the Department. Effective immediately.
Amends the State Finance Act and the Illinois Public Aid Code. Provides that federal funds received by the Illinois Department of Human Services under Title IV for Temporary Assistance for Needy Families as reimbursement for expenditures made from the Illinois Department of Children and Family Services (DCFS) appropriations for costs of providing services in behalf of DCFS clients shall be deposited quarterly into the DCFS Children's Services Fund in amounts specified by interagency agreement between both agencies and the Governor's Office of Management and Budget. (Under current law, 80% of those federal funds shall be deposited into the DCFS Children's Services Fund.) Effective immediately.
Amends the Title Insurance Act. Provides that for purposes of determining reciprocity requirements, the penalties, fees, charges, and taxes to be considered shall include taxes under the Illinois Income Tax Act, income and personal property taxes imposed by other jurisdictions, and franchise, privilege, and licensing taxes. Effective immediately.
