TOBACCO-MINOR-ID-VENDING MACHN

Amends the Tobacco Accessories and Smoking Herbs Control Act. Provides that a person may not knowingly sell, distribute, or offer for sale or distribution in this State or to any person in this State any tobacco product or any component part thereof (including but not limited to the tobacco, paper, or filter, and any components for roll-your-own cigarettes), which contains a constituent (including a smoke constituent) or additive or artificial or natural flavoring that produces a characterizing flavor. Provides that a violation is a Class C misdemeanor.

PENCD-ART 6-REVERSIONARY ANNTY

Amends the Chicago Firefighter Article of the Illinois Pension Code. Allows a fireman entitled to a retirement annuity to elect, at the time of retirement, to receive a lesser amount of such allowance and provide with the remainder of his or her equity, as actuarially determined, an annuity for any person who is dependent upon the fireman at the time of retirement, as named in a written direction filed with the board as a part of his or her application for a retirement annuity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PEN CD-SERS-ALT FORM DROP PLAN

Amends the State Employee Article of the Illinois Pension Code. Provides a Deferred Retirement Option Plan to members of the State Employees' Retirement System of Illinois who are eligible to receive the alternative formula under which members effectively retire and have their retirement accumulate, after applicable taxes, in the System while they continue covered employment for up to 5 years. Effective immediately.

PUBLIC AID-AMBULANCE SERVICE

Amends the Illinois Public Aid Code. Provides a guideline for Medicaid reimbursement for ambulance services for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year.

FIRE SPRNKLR-DESIGN DRAWINGS

Amends the Fire Sprinkler Contractor Licensing Act. Makes a change to the definition of "fire protection system layout documents". Provides that all design drawings and design specifications (design documents) of engineered sprinkler systems must be stamped by a licensed professional engineer or a licensed architect. Provides that all fire protection system layout documents and shop drawings (now, just fire protection system layout documents) of fire sprinkler systems shall be prepared based on the design documents for approval and submittal (now, there is no requirement of basis documents) by (i) a licensed professional engineer, (ii) a licensed architect, or (iii) a holder of a valid NICET level 3 or 4 certification in fire protection technology automatic sprinkler system layout who is licensed under the Act or employed by an organization licensed under the Act.
