Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 2% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Contains provisions concerning soliciting proposals from entities to manage and be the General Partner of Technology Development Account IIb, consisting of investments from the private sector that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

Amends the Fire Sprinkler Contractor Licensing Act. Replaces the license exemption for a person or business that is engaged in the installation of fire sprinkler systems from only in single family or multiple family residential dwellings up to and including 8 family units that do not exceed 2.5 stories in height from the lowest grade level with a license exemption for a person or business that is engaged in the installation of single sprinkler heads that are installed in single family residential furnace rooms. Effective immediately.
Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning commencement of actions and forms of process.
