Amends the Illinois Vehicle Code. With regard to automated speed enforcement systems in safety zones, provides that "safety zone" does not include any roadway in which the 30 mile per hour speed limit is decreased by local ordinance without an engineering or traffic investigation. Provides that a local authority or park district shall determine and declare by ordinance a reasonable and safe absolute maximum speed which: decreases the limit within an urban district which shall not require an engineering or traffic investigation to a maximum speed limit of 25 miles per hour, but not less than 20 miles per hour and a maximum speed limit of 10 miles per hour in an alley; increases the limit within an urban district, but not to more than 55 miles per hour, if after increasing the limit within an urban district an engineering or traffic investigation is required to decrease the limit; or decreases the limit within a residence district which shall not require an engineering or traffic investigation to a maximum speed limit of 20 (rather than not to less than 25) miles per hour. Requires a park district, city, village, incorporated town, or county board to post a sign designating the new speed limit. Makes other changes.

Amends the Cycle Rider Safety Training Act. Provides that any business registered as a motorcycle dealer with the Secretary of State or any other business that derives income from the selling of motorcycles or has motorcycles for sale at its place of business on a consignment basis is not eligible for grant funds or reimbursements. Makes conforming changes.

Amends the Illinois Vehicle Code. Establishes the Intelligent Speed Assistance Program to supervise the installation and compliance of intelligent speed assistance systems. Sets forth requirements for the Secretary of State upon receipt of notice from a court that a person is required to enroll in the Program. Provides that a person enrolled in the Program shall install a certified intelligent speed assistance system on each motor vehicle owned by or registered to the person and shall not operate any motor vehicle that is not equipped with a functioning, certified intelligent speed assistance system. Provides that if a person fails to comply with the requirements of the Program, the Secretary may: suspend the person's restricted driver's license for a period and, following the period of suspension, permit the person to reenroll in the Program; revoke the person's restricted driver's license and prohibit the person from reenrolling in the Program; or impose a civil penalty. Provides that a person enrolled in the Program shall pay all costs associated with enrollment and participation in the Program, unless the person is found to be indigent. Provides that the Zero Traffic Fatalities Task Force shall certify intelligent speed assistance systems for use in the State and adopt rules and forms for the installation, maintenance, and certification of intelligent speed assistance systems. Sets forth requirements for selling or leasing intelligent speed assistance systems. Requires a manufacturer or distributor of an intelligent speed assistance system to provide support services. Prohibits a person from tampering with, or in any way attempting to circumvent, bypass, or tamper with the operation of, an intelligent speed assistance system that has been installed in a motor vehicle. Requires the Task Force to adopt rules and forms as are necessary to implement the Program. Makes conforming changes in the Code and in the Department of Transportation Law of the Civil Administrative Code of Illinois. Effective January 1, 2027.

Urges commercial airlines operating in the United States to adopt reasonable minimum passenger seating standards that reflect modern body dimensions and support basic comfort, safety, and mobility for the general public. Calls upon federal aviation and transportation regulators to study and establish minimum standards for seat width, legroom, and pitch informed by public health data, disability access considerations, and passenger safety research. Encourages airlines to ensure seating practices do not discriminate against or unduly burden passengers with disabilities or health-related needs, and that reasonable accommodation not be treated as a premium add-on. Urges greater pricing and seating transparency, including clear disclosure of seat dimensions and legroom at the time of ticket purchase, so consumers can make informed travel decisions without surprise fees.

Amends the Illinois Vehicle Code. Provides that a person operating a bicycle on the roadways of this State shall not be prohibited from side-by-side riding, riding contraflow on one-way streets, and rolling through stop signs at clear intersections.

Calls on President Trump to unfreeze all promised funding for a Red Line train extension on Chicago's South Side. Failing to release the promised funding, condemns President Trump's actions as motivated by spite, counter to the cause of a fairer and more economically strong Illinois, and in direct opposition to his purported goal of "making America great". Expresses support for transit for historically underserved communities and the rights of diverse contractors.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Removes language requiring the Department of Commerce and Economic Opportunity to establish a freight rate information service for U.S. and foreign shippers. Repeals certain duties of the Department of Commerce and Economic Opportunity related to a local government clearing house. Provides that the Department of Insurance (currently, the Department of Commerce and Economic Opportunity) shall provide administrative support to the Student Career Development Liability Insurance Advisory Committee. Amends the Department of Insurance Law of the Civil Administrative Code of Illinois to make conforming changes. Repeals the Illinois Emergency Employment Development Act. Amends the Music and Musicians Tax Credit and Jobs Act. Repeals certain provisions requiring the Department of Commerce and Economic Opportunity to submit reports under that Act. Amends the Eliminate the Digital Divide Law. Sets forth provisions concerning grants from the Digital Divide Elimination Fund. Makes other changes. Effective immediately.

Amends the Illinois Vehicle Code. In a provision regarding automated speed enforcement systems in safety zones, provides a safety zone may, upon completion of a crash study, include a portion of Lake Shore Drive if the Chicago Department of Transportation designates an area of it as a high crash corridor.

Amends the Illinois Vehicle Code. Requires, beginning January 1, 2027, each designated seating position in any newly purchased or leased school bus to be equipped with a combination pelvic and upper torso seat safety belt system in good operating condition and meeting all applicable federal standards. Provides that the provisions do not apply to a school bus that is legally registered in another state and displaying valid registration plates of that state if the bus is not operated in Illinois on a regular basis and the bus is operated in Illinois in connection with a cultural, tourist, athletic, or other similar activity for students enrolled in a school located outside of Illinois. Effective immediately.
